Abstract
TÜRKİYE’DE SOSYAL GÜVENLİK SİSTEMİNDE YAPISAL DÖNÜŞÜM: ELEŞTİREL BİR ANALİZ Türkiye’de sosyal güvenliğe ilişkin yapılan birçok çalışmada sosyal güvenlik, haklar ve yükümlülükler çerçevesinde analiz edilmiştir. Sözü edilen analizler, sosyal güvenliği kapitalist üretimin yapısal özelliklerinden hareketle analiz edilmesini engellemektedir. Bu doğrultuda tezde, sosyal güvenlik, haklar ve yükümlülükler çerçevesinde değil, kapitalist üretimin yapısal özelliklerinden hareketle analiz edilmiştir. Türkiye’de sosyal güvenlik sisteminin yapısal dönüşümü rekabet, para-sermaye ve emeğin tahakküm altına alınması gibi üç eksen üzerinden teorik ve ampirik olarak analiz edilmiştir. Bunun için 1990’lardan sonraki sosyal güvenlik reform sürecine odaklanılmıştır. 1990’lardan günümüze toplumsal aktörlerin sosyal güvenlik sorunsalına ilişkin dile getirdikleri talep ve önerilerinden hareketle olgusal analiz yapılmış ve bunun yanında sosyal güvenlik sistemi tarihsel olarak da incelenmiştir. Sosyal güvenliğin para-sermaye yönü Sosyal güvenlik sistemi kurulduğu yıllardan 1980’li yılların sonlarına kadar daha ağır basmış ve rekabet yönü ise 1990’lı yılardan sonra öne çıkmıştır. Emeğin tahakküm altına alınması yönü ise yapısal dönüşümün her aşamasında açığa çıkmıştır.
STURUCTURAL TRANSFORMATION OF THE SOCIAL SECURITY SYSTEM IN TURKEY: A CRITICAL ANALYSIS In much of the studies on the social security system in Turkey, social security is analysed only within the frame of rights and obligations. These studies prevent an analysis which depends on the structural features of capitalist production. In this thesis, social security system is analysed not within the frame of rights and obligations, but within the perspective of the structural features of capitalist production. The structural transformation of the social security system in Turkey is analysed here theorethically and empirically, on the three axes of competition, money-capital and the subsumption of labor. For this, the focus has been taken as the social security reform process which began after the 1990’s. Together with the empirical analysis which takes into account the demands and suggestions of the social actors about the social security problem from the 1990’s up to today, the social security system has also been analysed historically. The money-capital aspect of the social security system has been dominant from the beginning of the system till the ends of the 1980’s; however, the competition aspect has come to the fore since the 1990’s. The aspect of the subsumption of labor has come out at all the stages of structural transformation.
