Türkiye'de özelleştirmenin çalışanlara etkileri : Petkim Örneği

Abstract

TÜRKİYE'DE ÖZELLEŞTİRMENİN ÇALIŞANLARA ETKİLERİ: PETKİM ÖRNEĞİ ÖZET İkinci Dünya Savaşı ile sonuçlanan 1929 Dünya Ekonomik Bunalımından Keynesyen ekonomi politikaları ve refah devleti anlayışı ile çıkan kapitalizm, 1970’li yıllarda girdiği bunalımdan neo-liberal politikalar ve küreselleşme ile çıkmaya çalışmaktadır. Kapitalizmin bu krizinin aşılmasında araç olarak sunulan özelleştirme olgusu ideolojik bir öge olarak yeni yapılanmanın temeli olarak karşımıza çıkmaktadır. Bu çalışmada Türkiye'de özelleştirmenin çalışanlara etkileri ortaya konmaya çalışılmıştır. Özelleştirmenin çalışanlara etkileri Petkim örneği ile incelenmiştir. Özelleştirmenin Petkim'de çalışanlara etkilerinin görülebilmesi için Petkim işyerinde çalışan sendikalı işçilere, sendika işyeri temsilcilerine ve sendika yöneticilerine planlanmış açık uçlu sorular sorularak derinlemesine görüşmeler yapılmıştır. Çalışmada öncelikle genel olarak özelleştirmenin teorik çerçevesi çizilmiş, özelleştirmenin çalışanlara etkileri yapılan ampirik çalışma ile ortaya konmuştur. THE EFFECTS OF PRİVATİZATİON ON EMPLOYEES İN TURKEY THE CASE OF PETKİM

The 1929 great economic depression which resulted in the Second World War was overcome through the Keynesian economic policies and the welfare state concept. Today, capitalism tries to deal with the depression started in 1970s by implementing the neoliberal policies and globalization. The phenomenon of the privatization presented as a tool to overcome the crisis of capitalism is seen as an ideological element as a base of restructuring. This work focuses on the effects of the privatization on workers in Turkey. It is analyzed through the Petkim case. The comprehensive meetings with the unionized workers, union representatives, union local branch executives at Petkim workplace to find out the effects of the privatization were arranged. In these meetings, open ended questions were directed to the meeting participants. First, the theoretical framework of the study is identified and then the effects of privatization on workers are presented with the help of empirical social research.
