Hava taşımacılığının özelleştirilmesi ve Türk Hava Yolları örneği

Abstract

HAVA TAŞIMACILIĞININ ÖZELLEŞTİRİLMESİ VE TÜRK HAVA YOLLARI ÖRNEĞİ Kamu İktisadi Teşebbüsleri, ekonomik faaliyette bulunmak üzere kurulan, sermayesinin tamamı veya çoğunluğu devlete ait olan ve ürettiği mal ve hizmetlerden faydalanmak için karşılık ödenmesi gereken işletmelerdir. Günümüzde evrensel bir nitelik kazanmış olan özelleştirme ise, devletin ekonomideki faaliyetlerinin azaltılması amacıyla mülkiyetin özel kesime devri şeklinde tanımlanmaktadır. Yolcu ve yük taşımaya yönelik faaliyetlerin oluşturduğu bir sistem olan havayolu ulaştırması, yirminci yüzyılda dünya ekonomisindeki değişimler ve havacılık sektöründeki yapısal ve teknolojik gelişmeler sonucunda çok hızlı bir büyüme yaşamıştır. Bu çalışmada havayolu ulaştırması sektöründeki özelleştirmenin amaçları açıklanmış, Dünya’daki özelleştirme örnekleri ve özelleştirmenin havayolu şirketlerinin performanslarına etkileri incelenmiştir. Son olarak, Türkiye’de “ulusal bayrak taşıyıcısı” olarak nitelendirilen Türk Hava Yolları A.O.’nun özelleştirme süreci analiz edilmiştir.

PRIVATIZATION OF AIR TRANSPORT AND TURKISH AIRLINES SAMPLE Public Economic Enterprises are the enterprises which are established for the purpose of economic operations and of which all or majority of capital are owned by the government and which demand price for the goods and services they produce. On the other hand privatization which has gained universal characteristic nowadays is defined as the transfer of the ownership of the Public Economic Enterprises to private sector in order to decrease the economic operations of the government. Airline transportation, the system composed of the operations about transporting passenger and cargo, has experienced a rapid growth in the 20th century as a result of the change in the world economy and structural and technological development in the airline transportation sector. In this study the purposes of the privatization in the airline transportation sector were explained, privatization cases in the world and the impact of privatization to the performance of airline companies were investigated. Finally, privatization process of the Turkish Airlines A.O which is described as “national flag transporter” in Turkey, were analyzed.
