2001-2020 döneminde Türkiye'de tarım alanları ve bitkisel ürünlere yönelik tarımsal destekleme ödemelerinin seyri ve değerlendirmesi

Abstract

Tarım sektörü, ilkel komünal toplum yapısından günümüze değin stratejik niteliğini korumaya devam eden, teknolojik gelişmeler ve sanayileşme akımının hız kazanması ile iktisadi faaliyet kolları içindeki payı daralmasına rağmen özellikle ekonomik kriz dönemlerinde önemli bir istihdam kaynağı olan, artan nüfus ve gıda talebi ile birlikte gıda güvenliğine duyulan ihtiyacın artması ile önemi git gide artan bir sektör olması sebebiyle önemini muhafaza etmektedir. Bu önemine mukabil sektörde yer edinen üretici veya çiftçinin gelir düzeyinin yetersizliği sektörün devlet desteklerine müdahalesini gerekli kılmakta, bu durum kamu harcamaları içerisinde tarımsal destekleme harcamalarının payının sorgulanmasına yol açmaktadır. İlgili çalışmada tarımsal destekleme ödemelerinin gerekliliği, etkinliği, verimliliği, istikrarlılığı ve çiftçiye yetebilirliği detaylı bir şekilde incelenmiştir.

The agricultural sector continues to maintain its strategic nature from past to present. As technological progress and industrialization gained speed, the share of the agricultural sector in the economy declined. However, its importance has once again emerged in times of economic crisis. As the population and demand for food increased, the importance of the agricultural sector increased. For this reason, agricultural support has gained importance. The reason of support agriculture is low agricultural incomes. As agricultural support expenditures increase, agricultural support expenditures have been the subject of criticism. In this study, the importance of agricultural support payments, effectiveness, efficiency, and development were examined in detail.
