Türkiye’deki sosyal güvenlik sistemlerinin sorunları ve bir çözüm önerisi: sosyal güvenlik kurumlarının tek çatı altında birleştirilmesi

Abstract

Bu çalışmanın amacı, Dünyada ve özellikle Türkiye'de mevcut sosyal güvenlik sistemlerin durumunun genel çerçevesini çizmek, sistemlerin aksamasına neden olan sebepleri tespit etmek ve çözüm önerisi geliştirmektir. Bu amaç ile ilk bölümde sosyal güvenlik kavramının tanımına, türlerine, Türkiye'deki tarihsel gelişimine ve mevcut sistemlere değinilmiş, ikinci bölümde ilgili sistemlerin sorunları ve sorunların nedenlerine inilmiş ve son bölümde de çözüm önerileri üzerinde durulmuştur. The aim of this study, to expose the resent state of social securit systems in the World and Turkey, the reasons of the hitch of the systems and to constitute a suggestion. For this aim, the social security concept, social security types, the historical background of the system, the common matters of this systems has been researched. The organization of the social security and how it is worked especialy in Turkey has been studied. As a conclusion, a suggestion has been constituted that merging the social security institutions is an urgent necessity for Turkey.
