Sosyal inşacı perspektiften Avrupa Parlamentosu Seçim Yasası'nın Avrupalılaşması

Abstract

Avrupa Parlamentosu Seçim Yasası, Avrupa Birliği seçimlerinin demokratik meşruiyetinin sağlanması açısından oldukça önemli bir araçtır. Avrupa Parlamentosu Seçim Yasası'nın Avrupalılaşma süreci, 1976 yılından başlayarak sırasıyla 2002, 2018 ve 2022 yıllarındaki reform girişimleriyle birlikte meydana gelen dönüşümü ve değişimi ifade etmektedir. Her bir reform girişimi seçim yasasının uyumlaştırılması için atılmış bir adım olarak değerlendirilebilmektedir. Bu reformlar sonucu üye ülkeler tarafından uygulamaya konulan ve konulması planlanan değişikliklerin uyumluluğu o seçim yasasının ne derece Avrupalılaştığının göstergesidir. Sosyal inşacı teori, Avrupa Parlamentosu Seçim Yasası'nın Avrupalılaşma yolundaki evrimine dair değerli çıkarımlar sunmaktadır. Bu evrim süreci üzerine norm, kimlik ve sosyal etkileşimin rolüne vurgu yapmaktadır. Bu tezde Avrupa Parlamentosu Seçim Yasası’nın reform süreci Sosyal İnşacı teorinin temel varsayımları üzerinden açıklanmaktadır. Bu reform sürecini anlayabilmek için öncelikle sosyal inşacı teorinin tarihsel gelişimi incelenmiştir. Ardından Avrupa Parlamentosu’nun işleyişi ve tarihsel dönüşümü incelenmiştir. Ardından Avrupa Parlamentosu siyasi gruplarının yapısı ele alınarak evrilen Avrupa Parlamentosu rolünün Avrupa Parlamentosu Seçim Yasası’nın şekillenmesine olan etkisi ortaya konulmuştur.

The European Electoral Act is a crucial instrument for the democratic legitimacy of European Union elections The Europeanization process of the European Electoral Act refers to the transformation and change that occurred through reform initiatives starting in 1976 and continuing with those in 2002, 2018, and 2022. Each reform initiative can be considered as a step towards harmonizing the electoral law. The harmonisation of the changes to be implemented by the member states as a result of these reforms is an indicator of the degree to which the electoral law has become Europeanised. Social constructivist theory provides valuable insights into the evolution of the European Electoral Act towards Europeanization. It emphasizes the role of norms, identity, and social interaction in this evolutionary process. This thesis explains the reform process of the European Electoral Act based on the core assumptions of Social Constructivist theory. To understand this reform process, the historical development of social constructivist theory will first be examined. Then, the functioning of the European Parliament, its historical transformation, and the structure of the political groups within the European Parliament will be discussed, revealing the impact of the evolving role of the European Parliament on shaping the European Electoral Act.
