Belediyelerin eğitim hizmetlerinin eğitimde fırsat eşitliğinin sağlanmasındaki rolü: üsküdar gençlik akademisi üzerinden bir analiz

Abstract

Eğitimde fırsat eşitliği tüm öğrencilerin eğitim imkanlarından eşit biçimde yararlanmasıdır. Fırsat eşitliğinin sağlanmasında ekonomik faktörler, coğrafi faktörler, toplumsal, siyasi ve bireysel faktörler etkilidir. Eğitimde eşit olanaklara erişmekte ailenin gelir düzeyi, mesleği, devletin ekonomik gücü, ikamet edilen yer, yöresel farklılıklar, cinsiyet, din, dil, ırk, bireysel farklılıklar, psikolojik etkenler, eğitim sistemine ilişkin sorunlar önem taşır. Çalışmanın amacı, ücretsiz bir belediye kurumunun farklı sosyal, ekonomik çevrelerden gelen öğrenciler üzerindeki fırsat eşitliğini sağlamada ne derecede katkısı olduğunun belirlenmesidir. Bu kapsamda fırsat eşitliği ve eğitimde fırsat eşitliği başlıkları kavramsal olarak ve teorik çerçeveleri ve kuramsal yaklaşımlar bağlamında incelenmiştir. Literatürdeki benzer çalışmalar da incelenmiş ve yer verilmiştir. Bu çalışmayı literatürdeki benzer çalışmalardan ayıran nokta eğitimde fırsat eşitliğinin sağlanmasının bir kurum örneği üzerinde incelenmesidir. Bu amaçla çalışma Üsküdar Belediyesine bağlı olarak hizmet veren Üsküdar Gençlik Akademisinde üniversite sınavı hazırlık eğitimi alan öğrenciler üzerinden yürütülmüştür. Nitel veri toplama yöntemlerinden mülakat tercih edilmiş, yarı yapılandırılmış görüşme ile katılımcılara sorular yöneltilmiştir. 5 ana tema üzerinden MAXQDA yardımıyla analiz yapılmıştır. Yerel yönetimlerin eğitimde fırsat eşitliğine katkısını ölçmek için belediye üniversite hazırlık kurslarına ilişkin öğrencilerin görüşleri alınmıştır. Katılımcılar önceki senelerde kursta eğitim almış üniversite öğrencilerinden oluşmaktadır. Öğrencilerin ders başarıları, kazandıkları üniversiteler, kendilerine kişisel anlamda kattıkları tecrübe ve beceriler eğitimde başarılı bir ilerleme kaydedildiğini göstermektedir. Bununla birlikte kursta edinilen kazanımlar ve beceriler de önemli bir belirleyicidir. Kursun ücretsiz olması ve eğitim kalitesinin pozitif değerlendirilmesi, dezavantajlı kişilere yönelik gerçekleştirilen destekleme politikaları ile eğitimde fırsat eşitliğine katkı sağladığı söylenebilmektedir. Özellikle ekonomik anlamda güçlük yaşayan ailelerin çocuklarının bu imkanı eğitime erişimde fırsat olarak gördükleri belirtilmiştir.

Equal opportunities in education are the equal use of educational opportunities by all students. Economic factors, geographical factors, social, political and individual factors are effective in ensuring equal opportunities. In order to access equal opportunities in education, family income level, occupation, economic power of the state, place of residence, regional differences, gender, religion, language, race, individual differences, psychological factors and problems related to the education system are important. The aim of the study is to determine the extent to which a free municipal institution contributes to ensuring equal opportunities for students from different social and economic backgrounds. In this context, the titles of equal opportunities and equal opportunities in education were examined conceptually and in terms of their theoretical frameworks and theoretical approaches. Similar studies in the literature were also examined and included. What distinguishes this study from similar studies in the literature is that the provision of equal opportunities in education is examined on an institutional example. For this purpose, the study was conducted on students receiving university exam preparation training at the Üsküdar Gençlik Akademisi, which operates under the Üsküdar Municipality. Interviews were preferred among qualitative data collection methods, and questions were directed to the participants through semi-structured interviews. Analysis was conducted using the MAXQDA program on 5 main themes. In order to measure the contribution of local governments to equal opportunities in education, students' opinions on municipal university preparatory courses were obtained. The participants were university students who had received education in the previous years. The students' academic success, the universities they gained, the experiences and skills they gained personally show that successful progress has been made in education. In addition, the gains and skills acquired in the course are also important determinants. It can be said that the course is free of charge and the positive evaluation of the quality of education, and the support policies implemented for disadvantaged individuals contribute to equal opportunities in education. It was stated that especially the children of families experiencing economic difficulties see this opportunity as an opportunity to access education.
