Gelir eşitsizliğinden eğitim eşitsizliğine : Türkiye'de hanehalkı analizi

Abstract

Gelir eşitsizliği küresel çapta çatışmaların temelini oluşturan, birçok ülkenin sosyoekonomik ve politik meseleleri arasında yer alan bir sorundur. Dünden bugüne çeşitli sebeplere bağlı olarak oluşan ve süregelen gelir eşitsizliği, dünyada olduğu gibi Türkiye’de de çokça ele alınan bir konu olmuştur. Toplumun bir bölümünün milli gelirden makul görülemeyecek seviyede fazla pay alması ile gelir grupları arasında oluşan fark, gelir eşitsizliğini nicel olarak somutlaştırmıştır. Eşitsizliğe neden olan faktörler arasında yer alan eğitim ise hem elde edilen gelir seviyesini etkileyecek hem de toplumsal dönüşümü tetikleyecek bir değer olarak nitelendirilmiştir. Bu çalışmada, literatür tarama yöntemi ile Türkiye’de geçmişten bugüne gelir dağılımı esas alınarak eğitim sürecinde hanehalkı harcamalarının nasıl etkilendiği irdelenmiştir. Gelir dağılımı ve hanehalkı eğitim harcamalarına ait istatistiki verilerin karşılaştırılarak analiz edilebilmesi için sıralı %20’lik gelir grupları esas alınmıştır. Uluslararası Para Fonu (IMF), Ekonomik İşbirliği ve Kalkınma Örgütü (OECD), Türkiye İstatistik Kurumu (TÜİK) tarafından yayımlanan, ek olarak TÜİK’ ten talepte bulunulan veriler tablo ve grafikler yardımıyla analiz edilmiştir. Çalışmada, gelir eşitsizliğine bağlı olarak eğitimde eşitsizliğin meydana geldiği ortaya konulmuştur. Hane içerisinde kişi sayısı arttıkça eğitime ayrılan payın azaldığı, hanehalkı tipine göre incelendiğinde ise tek çekirdek aileden oluşan hanehalklarının, tek kişilik hanehalkı ya da en az bir çekirdek aile ve diğer kişilerden oluşan hanehalklarına kıyasla eğitime daha fazla pay ayırdığı görülmüştür.

Income inequality is a problem that forms the basis of global conflict, which is among the socio-economic and political issues of many countries. The inequality of income, which is occurring and ongoing due to various reasons from yesterday to today, has been a subject that discussed in Turkey as well as in the world. The difference between income groups, with a portion of the community receiving an unreasonably large share of national income, has quantitatively embodied income inequality. Education, among the factors that cause inequality, has been characterized as a value that will both affect the level of income obtained and trigger social transformation. In this study, the method of literature screening has been used to study how household spending has been affected in the education process, based on the income distribution from the past to the present. In order to compare and analyze the statistical data on income distribution and household education expenditures, the income groups of 20% were taken as a basis. The data published and requested by the International Monetary Fund (IMF), the Organization for Economic Cooperation and Development (OECD), and the Turkish Statistical Institute (TUIK) were analyzed with the help of tables and graphics. In the study, it has been revealed that inequality in education occurs due to income inequality. As the number of people in the household increased, the share allocated to education decreased. In comparison to the type of household, it was found that households of single-core families have more share in education than households of single-person households or at least one seed family and other people.
