Publication: Ortaöğretimde toplam kalite yönetimi ve bir araştırma
Abstract
Bu çalışmada eğitim sisteminin en stratejik parçası olan ortaöğretim kurumlarında toplam kalite yönetiminin önemi ve başarı koşulları üzerinde durulmuştur. Eğitimde toplam kalite yönetimi uygulaması ile eğitim hizmeti üreten kurumlarda görev yapan her kademedeki personelin, yaptığı göreve gereksenen bilgi, beceri ve sürekli geliştirilmesi, personelin görev tanımına uygun olarak çalıştırılması, birim içi ve birimler arası koordinasyonun sağlanması, örgütsel sorunların çözümünde yönetime katılma stratejisine yer verilerek çalışanlar arasında takım olma ruhunun oluşturulması hedeflenmektedir. Böylelikle personelin iş doyumuna ulaşacağı ve kaliteli hizmet üretiminde daha verimli olacağı beklenmektedir. Beş ana başlık altında ele alınan çalışmamızın birinci bölümünü oluşturan Giriş bölümünde eğitim sisteminin dünya ekonomisinde rekabet gücünü belirleyen en önemli kurumsal yapı olabilmesi için toplam kalite yönetimine yönelmeleri gereğine değinilmiş ve uygulama alanı olarak ortaöğretim kurumlarının seçildiği açıklanmıştır. İkinci bölümünde, ortaöğretimde toplam kalite yönetimi ile ilgili temel kavramlar ve tanımlar üzerinde durulmuştur. Üçüncü bölümde ortaöğretimde toplam kalite yönetimi süreci hakkında ayrıntılı bir biçimde bilgi verilmeye çalışılmıştır. Ayrıca bu bölümde eğitim örgütlerinde toplam kalite yönetiminin amacı, öğeleri üzerinde durulmuştur. Araştırmanın dördüncü bölümünde ortaöğretimde toplam kalite yönetimi sürecinde başarıyı etkileyen faktörler açıklanmaya çalışılmış ve ortaöğretim kurumlarındaki öğretmen ve yöneticiler ile yapılan anket çalışması ile de bu faktörlerin başarı üzerindeki etki dereceleri incelenmiştir. Sonuç bölümünde ise ortaöğretimde toplam kalite yönetiminin önemine bir kez daha değinilerek, görüşmeler sonucunda elde edilen bulgular açıklanarak öneriler getirilmeye çalışılmıştır.
In this project, we observed the TQM and the success conditions of the secondary part that the most strategic part of a our education system. The target of TQM in education is the personel who is working in education system has to be improved persons with their global informations skills, and the coordination between inside and outside of education has to be done, between the personel the team sour shuold be the best. With these the output of personel will be higher. In this project we will 5 main scope. In the entrance part we observed the TQM for being the most important instution which is determining the competic force of education system in the world economy. Besides that secondary part was choosen for practice area. In the second scope definitions and concepts about the TQM in the secondary part of education is the subject. In the third scope I've tried to give and introduction about the TQM process. Besides that the aim and the elements of TQM is the subject of this scope. The ways to reach the TQM for the places and the education activities. The reason for the increasing TQM practice in education instutions, is the increasing of competitions in the instutions. In the fourth scope I've observed the factors which is effecting the success in the TQM process and I've given the results of questionaries of theachers and managers in secondary part instutions. In the result part I've tried to give the importancy of TQM in secondary part and I've given the suggessions and inventions which I've got from the discussions.
