Abstract
TÜRKİYE’DE ENFLASYONLA MÜCADELEDE, MALİYE POLİTİKALARININ ROLÜ VE ETKİSİ (1990-2008 YILLARI) ÖZET Bu çalışmanın amacı Türkiye’de enflasyonun önlenmesinde maliye politikası araçlarının etkinliğini araştırmaktır. Bu nedenle öncelikle enflasyon türlerini ve iktisat okullarının enflasyon teorileri incelenmeye çalışılmıştır. Enflasyonun tanımı ve nedenleri üzerinde farklı okulların görüşlerine yer verilmiştir. Enflasyonun önlenmesinde maliye politikası araçlarının etkinliği teorik olarak açıklanmaya çalışılmış, buna paralel olarak Türkiye’de 1990-2008 arası dönemde uygulanan istikrar programları, bu istikrar programlarının uygulama sonuçları , ve maliye politikası araçlarının Türkiye’de enflasyonun önlenmesinde etkinliği incelenmeye çalışılmıştır. Sadece Enflasyonla mücadelede için değil değil ekonomi politikası olarak baktığımızda da para ve maliye politikaları birlikte yürütülmektedir. Ancak tez kapsamında sadece maliye politikasının etkileri incelenmiştir. THE EFFICIENCY OF FINANCE POLICY TOOLS IN PREVENTING THE INFLATION IN TÜRKİYE BETWEEN 1990 AND 2008
The aim of this study is to research the efficiency of finance policy tools in preventing the inflation in Türkiye, after 1980’s. For this reason, first of all, the types of inflation and the inflation theories of the economic schools is tried to be studied. We described the definitions and the reasons of inflation from point of different economic schools view. The efficiency of finance policy in preventing inflation is tried to be explained theoretically. The stability programs that have put into practice between 1990 and 2008 in Türkiye and the results of this programme is tried to be studied. At last, the efficiency of finance policy tools in preventing the inflation is analysed. More than preventing the inflation, also from point of all economic politics used for stability programs, both finance and money ploicy tools should be used togather. But in this research we only focused on effects of finance policy tools.
