Hırsova'nın İktisadi ve Sosyal Yapısı (Temettüât Defterleri Kapsamında)

Abstract

Osmanlı Devleti’nde 19. Yüzyılda özellikle Tanzimat döneminde toplam vergi yükünün nüfus üzerinde adil dağılımını ve vergi tahsilinin düzenli bir şekilde gerçekleşmesini sağlamak için çeşitli reformlar düzenlendi. Bu reformların bir sonucu olarak Osmanlı Devleti döneminde, Anadolu ve Rumeli’nde sayımlar yapıldı. Bu sayımlar sonucu oluşan Temettüât Defterleri, 19. Yüzyıl Osmanlı iktisadi ve sosyal tarihi için vazgeçilmez kaynaklardan oldu.Bu çalışma ile Balkanlar’da bulunan Hırsova Kazası’nın iktisadi ve sosyal yapısı, Temettüât Defterleri kapsamında değerlendirilmeye çalışıldı. İlk olarak bölgenin coğrafi yapısı ve iktisadi özellikleri ile beraber tarihi olgusuna değinildi, sonrasında Temettüât Defterlerinin öneminden bahsedildi. Çalışma nihai olarak Hırsova Kazası özeline indirgenerek; bölgenin mahalle yapısı, nüfus miktarı, nüfusun dini özellikleri, ödenen vergi çeşitleri, toplam vergi yükü, toplam gelir, vergi yükünün dağılımı ve bileşenleri, ekilen toprak miktarları, üretilen ürünler, yetiştirilen hayvanlar ve meslek çeşitleri tespit edilmeye çalışılarak elde edilen veriler neticesinde lorenz eğrisi ve gini katsayısı oluşturularak değerlendirmeler yapıldı.

In 19 century of Ottoman Empire, especially in the period of Tanzimat has established diffirent kind of reforms to order total amount of taxes on distribution public and to make tax collection regularly. As a result of this reforms Ottoman Empire did countings in Anatolian and Rumelia. As a result of this countings Temettuat Defterleri (Records) became indispensable sources for Ottoman economical and social history.In this study,the economic and social structure of Hırsova District,which is in Balkans, tried to evaluate in the terms of Temettuat Defterleri (Records). Firstly geographical structure and economic specialties of region mentioned with historical structure and after mentioned importance of Temettuat Defterleri (Records). Finally, the study comes about the special sides of Hırsova District as neighborhood structure of the region, population, religion structure of population, tax kinds, total tax amount, total income,distribution of tax amount and its components, amounts of planted soil, farming products, animals for livestock and tried to determine kind of jobs to make a evaluation in terms of the datas which also used in composing of lorenz curve and gini coefficient.
