Türkiye'de göçün idaresi : devlet ve devlet-dışı aktörlerin göç rejiminin oluşumundaki rolleri

Abstract

Uluslararası göçün yönetimine ilişkin tartışmalarda son çeyrek yüzyılda yönetişim modeline vurgu yapıldığı görülmektedir. Yönetişim modeli, ulus devletin kendisi dışındaki aktörlerle etkileşim içinde ve ortak bir yönetim temelinde küresel göçün yönetişimine işaret etmektedir. Ancak ulus devletlerin uluslararası göçe ilişkin konularda egemenlik yetkisini paylaşmak istemedikleri ve bu alanda yönetişim modelinin iddia ettiği gibi bir otorite paylaşımının söz konusu olmadığı görülmektedir. Bu bağlamda küresel göç alanında yönetişimin tam anlamıyla uygulanıp uygulanmadığı sorusu gündeme gelmektedir. Bu çalışma Türkiye’nin son gelişmeler kapsamında değişen göç politikalarını ve yeni göç rejimini anlamak ve açıklamak üzere göçün idaresinde yer alan aktörleri odağına almaktadır. Devlet ve devlet-dışı aktörler arasındaki ilişkiler eleştirel bir yaklaşımla ele alınarak Türkiye’nin yeni göç rejiminin oluşumunda bu aktörlerin rollerine ilişkin bir analiz ortaya konulması amaçlanmıştır. Bu doğrultuda söz konusu aktörlerin raporları, politika belgeleri ve göç mevzuatı gibi ilgili politika dokümanları incelenmiş ve Göç İdaresi Başkanlığı, belediyeler ve çeşitli sivil toplum kuruluşlarından temsilciler ile yarı-yapılandırılmış ve derinlemesine görüşmeler yapılmıştır. Çalışmada Türkiye’de göçün idaresinde merkezi devletin baskın bir role sahip olduğu, devlet-dışı aktörlerin ise politika yapım süreçlerinden ziyade politikaların uygulanmasında önemli rol aldıkları görülmüştür.

The governance model points to the governance of global migration on the basis of joint management and interaction with actors other than the nation-state itself. However, it is seen that nation-states set against sharing their sovereign authority in matters related to international migration and there is no authority sharing as the governance model claims. In this context, the question of whether governance is fully implemented in the field of global migration comes to the fore. This study focuses on the actors involved in the management of migration in order to understand and explain Turkey's changing migration policies and new migration regime within the scope of recent developments. The relations between state and non-state actors are discussed with a critical approach and it is aimed to present an analysis of the roles of these actors in the formation of Turkiye's migration regime. As part of the research, a documentary analysis of policy documents of these actors such as policy reports, and laws and regulations of immigration was conducted in addition to semi-structured and in-depth interviews with the representatives of the Presidency of Migration Management, municipalities, and various non-governmental organizations. The study concluded that the central state has a dominant role in the management of migration in Turkiye, while non-state actors play an important role in the implementation of policies rather than policy-making processes.
