Elektrik-Elektronik endüstrisinde kullanılan cihazların Avrupa Standartlarına göre test edilmesi ile ilgili bilgisayar destekli veri tabanının oluşturulması

Abstract

AB Direktifleri ve EN Standartları'nın Türkiye elektrik-elektronik endüstrisine uyumu yeni bir konudur. Her iki direktif, Uyum Yasaları çerçevesinde 1 Ocak 2001 tarihinden itibaren Türkiye dahilinde de zorunlu hale gelmiştir. Bir ürüne Alçak Gerilim Direktifi (LVD) doğrultusunda pek çok sayıda standardın gerektirdiği testlerin uygulanması, sayfalar dolusu standardın okunmasını ve anlaşılmasını gerektirir. Bu kapsamda, yapılan çalışmada, Türkiye'de kullanılan elektrik ve elektronik cihazlara uygulanması gereken CE Standartları için bir bilgisayar veritabanı oluşturulmuştur. Bu veritabanı, bir ürüne uygulanması gereken testlerin belirlenmesi, aynı ürün veya benzeri ürünlere uygulanması gereken testlerin tespiti ve raporlaması için zaman kaybını ortadan kaldırmaktadır. Programın internet ortamında hazırlanması ise programın işleyiş hızını ve fonksiyonunu daha da artırmaktadır. Bilgisayar programında, site yönetimi, danışman firma ve müşteri olmak üzere üç bölüm bulunmaktadır. Müşteri, ürettiği bir ürünün testlerinin yapılarak CE markalamasının yapılabilmesi için site üzerinden bir başvuru yapar. Bu başvuru, testi yapabilecek danışman firmalardan birine yönlendirilir. Danışman firmalar, site içerisinde bulunan, tanımlanmış standartlara ve uygulanmış testlere erişme yetkisine sahiptir. Bu sebeple, gerek benzer ürünlere uygulanan testlerden hareket ederek hızlı bir şekilde testlerin belirlenmesini sağlaması açısından, gerekse uygulanan testlerin standart olması sağlanmaktadır. Site Yönetimi, danışman firmalarını oluşturur, müşteri dosyalarını izleme ve denetleme haklarına sahiptir. Program içerisinde en üst seviyede yetkilere sahiptir. Program, kullanıcı ve danışman firma tanımlamalarını, yetkilendirmelerini tamamen internet ortamından yapabilmektedir. Bu, program niteliği bakımından, sürekli programcıya bağımlılığı ortadan kaldırmaktadır. Bu da bir yazılım için büyük bir avantajdır. Aynı şekilde program içerisinde raporlamalar kullanıcının bilgisayarına indirilebilmekte, ve gerek duyulduğu şekilde düzenlenebilmektedir. Bu da programa, raporun antetli kağıda veya değişik formatta yazdırılabilme esnekliğini kazandırmaktadır. The European Union law and EN standards are new in Turkey's electric and electronic industry. It is compulsory to be necessary at Turkey after 1'st of January 2001 with respect to the adaptation law. It is required to be read and understood the number of standards of the Low Voltage Directive (LVD) in order to apply the tests to a device. In this scope, a computer based database had been created for the CE standards for the electric and electronic devices which are using at Turkey for this study. This database saves time for research about the tests for a device and later on for the similar devices and also for reporting the results. Using the program on the internet increases the performance and the functionality of the program. The computer program has three different parts which are site administration, consultant firm and the customer. The customer, make a written application on the internet for the product that he produced in order to have the CE standardization. This application will be forwarding to a consultant firm which have ability and the laboratory with advanced devices. These consultant firms also have authority to access to the tests that had been done before and the standards that had been entered before. With respect to this, it is become faster to reach the materials and the test standards and helps the firms to keep the standards on the reporting for the multiple devices. The site administrator creates, supervises and controls the consultant firms and the customers in order to keep the standards at the very best position. The site administrator has the top level authorization at the program. The software applies to all consultant firms and the customers defined on the internet. This makes the program more flexible and independent of the software developer. This is very important for a software to keep independency of the software developer. The reports of the test can be downloaded to the users computer and can be reorganizing with respect to the customers or consultant firms request. This also keeps the software more flexible for the reporting.
