Publication: Tarımda Finansallaşma ve MetalaşmaSürecinde Lisanslı Depoculuğun İşlevi
Abstract
Türkiye’de tarımsal üretimde dönüşüm tartışmaları, kapitalisttarımsal üretim ilişkilerinin hâkim yapıya dönüşmesi sürecinin çoktaraflı boyutu nedeniyle kapsam ve nitelik bakımından geniş birliteratüre sahiptir. Bu boyutlardan biri de tarımda metalaşama vefinansallaşma süreçlerine dairdir. Bu makalede, tarımsal üretimdeyaşanan finansallaşma ve metalaşma boyutunu sermaye birikimingeldiği aşama dikkate alınarak lisanslı depoculuk sistemi üzerindeninceleme amaçlanmaktadır. Bu çerçevede, lisanslı depoculuk sistemininyasallaşma süreci ile devlet ve sermaye tarafından nasıl işlerlik kazandığı,resmî belgeler ve alana ait çalışmalar ışığında tartışmaya açılacaktır.Makalenin temel argümanı, tarımda metalaşmanın geldiği aşamayaparalel olarak lisanslı depoculuk sisteminin sermayenin devir hızınıkısaltarak birikim sürecine ivme kazandıracak ve bu sürecin ulusdevletten uluslararası alana taşınmasını sağlayacak iç bağlantılarıgeliştirecek kurumsal bir yapı olduğudur. Bu bağlamda çalışmadametalaşma sürecinin bir parçası olarak tarımda sermaye devir hızınıkısaltarak tarımsal ürünlerin günümüz koşullarındaki uluslararasıbirikim yapısı tartışılmaya açılacaktır.
The conversion of agricultural structure dominated by capitalist relations of production process has a wide range of literature in terms of scope and quality due to the multilateral dimension. One of these dimensions concerns the processes of commodification and financialization in agriculture. In this article, it is aimed to examine the financialization and commodification dimension of agricultural production through the licensed warehousing system, considering the stage of capital accumulation. In this framework, the legalization process of the licensed warehousing system and how it works by the state and capital will be opened to discussion in the light of official documents and field studies. The main argument of the article is that in the licensed warehousing system is an institutional structure that will accelerate the accumulation process by shortening the turnover rate of the capital and to move this process from the nation state to the international area.
