Publication: Hastanelerde elektronik doküman yönetimi
Abstract
Günümüzde sağlık sektöründe rekabet en üst seviyeye ulaşmış, hastaların memnuniyeti ve kaliteli, hızlı hizmet önemli unsurlar haline gelmiştir. Nüfusun artmasına ve toplumun sağlık kavramına bakışındaki değişikliklere paralel olarak artan hasta sayısı hukuki olarak tıbbi kayıtları saklama zorunluluğu olan hastaneler için arşiv yönetimini güçleştirmiştir. Diğer taraftan bir ülkede veya bir sektörde yapılan işlemlerin düzgün şekilde kayıt altına alınması o ülkenin veya sektörün ilerlemiş olduğunun bir göstergesidir. Bu tez çalışması ile hastanelerde üretilen ve hastaneye gelen tüm dokümanların yönetimi, arşivlenmesi ve gerektiğinde elektronik ortamda sorgulanması, başka bir ifade ile istenen bilgiye en hızlı şekilde ulaşılabilmesi için yapılması gerekenlerin tartışılması amaçlanmaktadır. Bu çalışmada ilk bölümde tıbbın Türkiye ve dünyadaki gelişimi ele alınarak tıbbi kayıtların sağlık sektöründeki yeri incelenmiş, ardından da hastanelerde elektronik döküman yönetiminin tıbbi kayıtların tutulmasındaki fonksiyonu incelenmiştir. Çalışmanın son bölümünde ise hastanelerin tıbbi arşiv bölümlerine elektronik döküman yönetimi sisteminin nasıl kurulacağı ve kullanılacağı bir örnek üzerinde incelenmiştir. ELECTRONIC DOCUMENT MANEGEMENT IN HOSPITALS In today's health sector, competition has reached the top level, patient satisfaction and high quality, fast service have become important issues. Parallel to increases in the population and changes in society's views on health, rising patient numbers have made archive management difficult for hospitals, which are legally obliged to keep medical records. On the other hand, keeping proper records of procedures in a country or in a sector is a benchmark of development in that country or sector. This thesis aims to analyse what is necessary for the management, filing and searching of electronic databases for documents in the hospital environment, namely, for accessing information in the quickest way. In the first part of this work, the development of medical science and the importance of medical records in the health sector are elaborated, then, the function of electronic document management in hospitals for keeping medical records is analysed. The last part illustrates how an electronic document management system can be established and used in the medical archive departments of hospitals using a case study.
