Türkiye’de kooperatiflerin doğuşunda devlet etkisi ve memleket sandıkları

Abstract

Kooperatifler, Devlet, Memleket Sandıkları ÖZET TÜRKİYE’DE KOOPERATİFLERİN DOĞUŞUNDA DEVLET ETKİSİ VE MEMLEKET SANDIKLARI Türkiye’de kooperatifler, halktan gelen bir talep üzerine değil, devlet öncülüğünde kurulmuştur. Bunun sonucu olarak, kooperatifler üzerinde Devlet etkinliği sorunu ortaya çıkmıştır. İlerleyen zamanlarda da, devletin kooperatifler üzerinde etkisi, devam etmiştir. Bu durum, kooperatiflerde kamu güdümünü sorununu doğurmuştur. Türkiye’ de sayısal olarak bir sorunu olmayan kooperatifler, devlet etkisi nedeni ile bir kamu kurumu gibi algılanmakta ve yönetilmektedir. Türkiye’de, kooperatifler üzerinde Devlet etkinliği, halkta bir kooperatif bilinci oluşmasına engel olmaktadır. Bu çalışmada, Türkiye’ de kooperatiflerde var olan Devlet etkinliği ve Devlet öncülüğünde kurulan ilk kooperatif olan Memleket Sandıkları anlatılmaya çalışılmıştır. Üretim ve kredi kooperatifçiliğinin bir tür bileşimi olarak, çiftçinin zirai kredi ihtiyacını karşılamak için, o zaman bir Vali olan, Mithat Paşa tarafından kurulan Memleket Sandıklarının etkisi, günümüze kadar sürmüş ve şimdiki Ziraat Bankası’nın temellerini oluşturmuştur. Ülkemizde kooperatifler son yıllarda önemli gelişmeler göstermiş olması rağmen, günümüzde istenilen seviyede değildir. Dünya’da piyasa ekonomisi içinde kendine, “üçüncü sistem” olarak yer bularak ekonominin değişmez unsuru olan kooperatifler, toplumun da değişmez unsuru olmuşlardır. Türkiye’ de kooperatiflerin, Devlet etkinliği sorunu, yasal sorunları, finansman sorunları, denetim sorunları, eğitim sorunları, sosyolojik ve psikolojik sorunları, kooperatiflerin olması gereken gelişmeyi göstermesine engel olmaktadır. EAST OF THE EFFECT OF THE STATE İN TURKEY COOPERATİVES AND BENEFİT FUNDS Cooperatives in Turkey, not on a demand from the public, was established under the leadership of the state.
