Publication: Eleştirel jeopolitik çerçevesinde Darfur Krizi
Abstract
Jeopolitik kavramı, 19. yüzyılın başından itibaren ülkelerin uluslararası sistemini ve güç mücadelelerini etkileyen bir bilim dalı olmuştur. Uluslararası ilişkiler disiplininde soğuk savaş süreci içerisinde jeopolitik algı değişerek bu alanda yeni bir kavram olan eleştirel jeopolitik adını almıştır. Bu kapsamda jeopolitik algısı sadece konum, sınır, genişlik ve bütünlük gibi coğrafi kavramlardan ziyade ekonomik, sosyal, askeri, siyasi, teknolojik ve kültürel değerleri ön plana çıkaran kavramlarla geliştirilerek değerlendirilmiştir. Jeopolitik söylemlerin dış politikadaki etkisi ve önemi giderek tartışılmaya başlanmış olup, özellikle eleştirel yaklaşımlar jeopolitik nedenlerin temeline inerek, gerçekliğin nasıl bir yapıda inşa edildiği, meşruiyet kazandığı ve sunulduğu sürecine odaklanmıştır. Bu kapsamda Sudan, doğalgaz, petrol ve diğer yeraltı kaynakları açısından Afrika’daki jeopolitik konumu itibariyle küresel güç planlamaları için kilit konumunda olup, bölgeyi kontrol altına alabilmek için gerek bölgesel teşviklerle gerekse yerel sebeplerle de olsa bir krize dönüştürülerek, bu krizin yaygınlaşması ve devamının sağlanması küresel aktörlerin planlarına uygun şekilde yönlendirmeleri ve verdikleri destekler doğrultusunda gerçekleşmiştir. Çalışmada jeopolitik ve eleştirel jeopolitik kavramları kapsamlı bir şekilde ele alınarak, Darfur krizi ve nedenleri incelenmiştir. Darfur krizi, öne sürülen argümanlar ile krizin ortaya çıkmasında hiç kuşku yok ki bölgenin jeopolitiğinin ve enerji yatırımlarının etkisinin büyük ölçüde etkili olduğu aşikardır. Bu çalışmada, Darfur krizi eleştirel jeopolitik çerçevede okunmaya çalışılmıştır.
