Mesleki Eğitimin İyileştirme Sürecinde Uygulanan Modüler Sistemde Öğretmen Eğitiminin Önemi

Abstract

Mesleki eğitim toplumun üretici güçlerinin geliştirilmesi için en önemli süreçler arasında yer alır. Bu nedenle mesleki eğitimin geliştirilmesi toplumsal ve ekonomik gelişme açısından ele alınması gereken önemli bir unsurdur. Türkiye açısından mesleki eğitimin geliştirilmesinin önemli saiklerinden bir tanesi de ülkenin uluslararası ilişkilerde içine girdiği yeni dönemin ihtiyaçlarına cevap verebilmesidir. Geleneksel mesleki eğitim sistemlerinin mezunlarının sahip oldukları yeterliliklerin sınırlı olması ve bu yeterliliklerini uluslararası alanda belgeleyememeleri yaşanan değişimin temel itici gücünü oluşturmaktadır. Sözü edilen sorunun aşılabilmesi amacıyla, atılan adımlardan bir tanesi MEGEP’dir. MEGEP kapsamında yürütülen çalışmalar ile ulaşılan nokta ise Modüler Eğitim Sistemi’dir. Bu nedenle, araştırmamız modüler sistemin hazırlıkları ve öğretmen yeterliliğinin düzeyini incelemek üzere planlanmıştır. Araştırmada saha araştırması yöntemi kullanılmıştır. Beş bölümden oluşan araştırmanın birinci bölümünde; araştırmanın giriş ve amaçları, araştırmanın önemi, alt problemler, sayıltılar, sınırlılıklar ve tanımlar yer almıştır. İkinci bölümde mesleki eğitim ve sorunlar, mesleki eğitimin Türkiye’deki ve dünyadaki tarihsel gelişim, dünyada günümüzde uygulanan mesleki eğitim sistemleri, modüler eğitim sistemi, öğretmen yeterlilikleri hakkında ilgili literatüre yer verilmiştir. Üçüncü kısmı oluşturan çalışmalarda ise araştırmanın yöntemi, evren ve örneklemi, verilerin toplanması, çözümü ve yorumlanmasına ilişkin bilgilere yer verilmiştir. Dördüncü bölüm olan sonuçlar ve tartışmalar da, elde edilen bulgular bağımsız değişkenlere göre istatistiksel yöntemler kullanılarak tablolar haline getirilmiş ve gerekli yorumlar ve tartışmalar yapılmıştır. Beşinci bölümde ise sonuçlar ve elde edilen bilgiler doğrultusunda öneriler yer almıştır. Elde edilen sonuçların bazıları şöyledir: 1.Mesleki orta öğretim kurumlarında erkek öğretmenlerin daha fazla istihdam edildiği görülmüştür. 2.Mesleki orta öğretim kurumlarına öğretmen atamaları 16 ve üzeri yıl öncesi daha fazla yapılmış buna karşılık son yıllarda mesleki orta öğretim kurumlarına yapılan atamalar azalmıştır. 3.Bursa ili sınırları içinde kurulan mesleki orta öğretim kurumlarının Bursa’da yaygın olarak yerleşmiş bulunan otomotiv ve makine sanayinin ihtiyaçlarına göre yapılandırılmıştır. 4.Meslek lisesi mezunu öğretmenler, modüler sistemdeki derslerde kendisini daha yeterli bulduğu görüşüne klasik lise mezunu öğretmenlere oranla daha fazla katıldıklarını bildirmişlerdir. 5.Elektrik – Elektronik Teknolojileri alanı öğretmenleri, modüler sistemde alan birleştirmeleri ile ilgili sorun yaşandığı görüşüne diğer alan öğretmenlerine oranla daha fazla katıldıkları yönünde görüş bildirmişlerdir. ABSTACT THE IMPORTANCE OF TEACHER TRAINING IN THE PROCESS OF IMPROVING VOCATIONAL TRAINING Vocational training is among the most important processes to improve the productive powers of the society. Therefore, the improvement of vocational training is a crucial factor which needs to be dealt with in terms of social and economical development. One of the essential motives of the improvement of vocational training in terms of Turkey is the capability of our country in meeting the needs of the new period that it has entered regarding international relations. The restrictions of the proficiencies that the graduates of traditional vocational training system have and to be unable to certify this proficiency internationally constitute the basic driving force of the change being experienced. One of the steps taken forward to overcome the mentioned problem is MEGEP. The point accessed through the studies carried out within the scope of MEGEP is Modular Training System. Therefore, our research is planned to examine the level of teacher proficiency and preparations of the modular system rather than its results. In the research, field research method was employed. In the first part of the research which is composed of five parts, introduction and objectives of the research, the importance of the research, sub problems, assumptions, limitations and definitions have taken place. In the second part, the literature regarding vocational training and its problems, historical development of vocational training in Turkey and in the world, vocational training systems carried out in the world today, modular training system and teacher proficiencies has been presented. The information concerning the method of the research, universe and its sampling, gathering, solving and interpreting the data has been mentioned in the third part. In results and discussions, the fourth part, the findings obtained have been put into tables statistically according to independent variables and necessary discussions and interpretations have been made. Finally, in the fifth part, the suggestions have been presented in parallel with the results and findings gained. Some of the results obtained are as follows: 1.It is found out that male teachers have been employed more in vocational secondary education institutions. 2.Appointment of teachers to vocational secondary education institutions over 16 years ago were more while the appointments have decreased recent years. 3.Vocational secondary education institutions located in Bursa province have been structured according to the needs of automotive and machine industry, which are widespread in Bursa. 4.The teachers who are graduates of vocational high school have agreed on the idea that they find themselves more proficient on the courses in modular system than those who are graduates of classical high school. 5.The teachers of Electricity – Electronic Technology field have agreed more on the idea that there have been problems about combining study fields in modular system in contrast to the teachers of other fields.
