Abstract
En basit tanımlama ile resmi kurum ve kuruluşların sunduğu hizmetlerin tek bir yapıdatoplanarak vatandaşlara internet üzerinden sunulması olan e-devlet kavramı, süreçleriinteraktif bir ortamda toplayıp; bilgiye/belgeye/süreçlere etkili, verimli, doğru ve hızlı birşekilde eriştirerek bireylerin e-vatandaşa dönüşmesini sağlamıştır. Bunun bir sonucuolarak bireyler de e-devlet içerisinde veri/bilgi/belge oluşturma sürecine katılarak ekatılımcılığı(e-demokrasiyi) işler hale getirmiştir. En önemli amacı verimli bir kamuüst/altyapısının inşasını sağlamak olan e-devlet, tüm süreçlerin merkezine bireylerialarak çağdaş bir yönetim felsefesine geçişi sağlamıştır. Bu sayede “klâsik” “sıkıcı”bürokrasi işlemleri, yerini daha hızlı sonuç alınabilen yeni bir işlem türüne (e-bürokrasi)bırakmıştır. E-devletin işlerliğini (algısını), bireyler açısından test etmek üzere literatürdeçeşitli araştırmalar bulunmaktadır. Bu çalışmada Türkiye'de eğitim gören üniversiteöğrencilerinin e-devleti nasıl algıladıkları araştırılmıştır. 1016 öğrenciye uygulanan anketsonucunda; öğrencilerin e-devleti kullanma eğiliminin yüksek olduğu; hizmetlerdenduyulan memnuniyetin e-devletin kullanım devamlılığına etki ettiği ve e-devletplatformuna güvendiklerini ortaya koymuştur. Ayrıca yapılan çeşitli analizler sonucunda(güvenirlik, geçerlik, doğrulayıcı faktör analizi vb.) uygulanan ölçeğin geçerli ve yüksekgüvenirlik ve geçerliğe sahip olduğu görülmüş ve oluşturulan 3 hipotez de (H1: “Edevlettenduyulan memnuniyetle e-devlete olan güven arasında pozitif yönlü bir etkileşimvardır”, H2: “E-devlete duyulan güven ile e-devleti kullanım devamlılığı niyeti arasındapozitif yönlü bir etkileşim vardır” ve H3: “E-devletten duyulan memnuniyet ile e-devletikullanım devamlılığı niyeti arasında pozitif yönlü bir etkileşim vardır”) yüksek korelasyonile kabul edilmiştir.
When considered at its simplest, the concept of e-government, is the collection of services_x000D_ provided by government institutions and organizations in a single (unique) structure,_x000D_ through collecting e-processes in an interactive media. E-government has transformed_x000D_ individuals into e-citizens allowing them to retrieve information/documents/processes in_x000D_ an effective, efcient and accurate manner.. As a result of this concept, individuals now_x000D_ contribute to the process of generating data/information/documents in an e-government_x000D_ platform. This has enabled e-Participation (e-democracy) to be operational, and the most_x000D_ important aim of e-Government is to provide a public infrastructure, by taking individuals_x000D_ (citizens) to the center of all processes, thus providing a transition to a contemporary_x000D_ management philosophy. Due to e-Government, time consuming and tedious bureaucracy_x000D_ processes have been replaced with a new type of e- bureaucracy) that can be more quickly_x000D_ achieved. Several studies have been conducted in this eld to determine the perception of_x000D_ individuals towards e-government.. This study researches how university students,_x000D_ studying in Turkey, perceive e-government. The survey that was carried out on 1016_x000D_ students, found that students are very likely to use e-Government services and, their_x000D_ satisfaction with the services provided impacts on the continuity of e-government use by_x000D_ students and their trust in the e-government platform. In addition, as a result of varied_x000D_ analysis,(reliability, validity, conrmatory factor analysis, etc.), the scale was found to be_x000D_ valid and possess high reliability and validity. The 3 hypotheses for this study are as_x000D_ follows: (H1: There is a positive correlation between e-government satisfaction and egovernment_x000D_ trust, H2: There is a positive correlation between trust in e-government and_x000D_ intention to use e-government. H3: There is a positive correlation between e-government_x000D_ satisfaction and intention to use e-government). These hypotheses have been proven at a_x000D_ high correlation.
