Publication: Elektrik enerji sektöründe kısa orta ve uzun vadeli stratejiler
Abstract
Birinci bölümde Elektrik Enerji Sektörünün tanımı yapılmıştır. Sektörün önemi ve diğer sektörlerden farkı belirtilmiştir. Etkinlik kavramı tanımlanarak sektörün hedefleri ortaya konmuştur. Türkiye elektrik sektörünün başlangıcından bugüne kadar olan durumu ele alınmıştır. İkinci bölümde kısa vadeli stratejilerin neler olabileceği sıralanmıştır.Sektörün yeniden yapılanması için gerekli kurumsal reform politikaları tespit edilmiştir. Bu politikalar alt başlıklarıyla birlikte açıklanmıştır. Bu yöntemlerin olumlu ve olumsuz yönleri ifade edilmiştir. Üçüncü bölümde orta vadeli stratejilerin özelleştirme ve iletim sistemi planlaması olabileceği kabul edilmiştir. Özelleştirme tanımlanarak yöntem ve amaçları açıklanmıştır. İletim sistemi planlamasının nasıl yapılacağı üzerinde durulmuştur. Dördüncü bölümde uzun dönem planlama olarak nitelendirilen yatırım planlaması incelenmiştir. Üretim yatırım planlaması tablo ve şekiller ile açıklanmıştır. Enerji Talebi Analiz Modeli kullanılarak örnek bir üretim planlaması ortaya konmuştur. Beşinci ve son bölümde bir durum tespiti yapılmıştır. Sonuç ve önerilerin sunulduğu bu bölümde sorunlar ve çözümleri verilmeye çalışılmıştır.
In the first section, the defination of Electrical Energy Sector has been made. The importance of the sector and its difference from the other sectors have been emphasized. The activity concept was defined due to put out the targets of the sector. The position of Turkey's Electrical Sector has been examined in a period from the beginning to today. In the second section, strategies planned on for short period have been listed. The institutional reform politics which were needed for reconstruction of the sector have been determined. These politics have been defined within subheadlines. Positive and negative sides of these methods have been explained. In the third section, it's expressed that strategies which were planned for a middle period could be planning of transmission and making personal. Making personal has been defined and also its methods and reasons have been explained. Transmission System Plan has been determined too. In the fourth section, planning investment which was the long period planning has been examined. Planning of producing investment have been explained by the help of tables and figures. By using the Model Of Analysing Energy Demand a good example of planning production has been made. In the fifth and also the last section, an evaluation has been made. Results and suggestions have been were presented in this part to give problems and their solutions.
