Publication: Güçlenen neoliberal akımlar ve devletin ekonomik rolüne yeniden bakış
Abstract
GÜÇLENEN NEOLİBERAL AKIMLAR VE DEVLETİN EKONOMİK ROLÜNE YENİDEN BAKIŞ Dünyada neoliberal akımların hızla yayılması gelişmiş ve gelişmekte olan ülkelerde devletin ekonomideki rolünün ve büyüklüğünün yeniden gözden geçirilmesini gerektirmiştir. Küreselleşme, bizim ülkemiz dahil bütün dünyayı etkisi içine alan, başta ekonomik boyut olmak üzere çok boyutlu bir harekettir. Ülkemizde de küreselleşmenin dünyada yaygınlaşmasıyla, dönemler itibariyle devletin ekonomideki rolü farklılık göstermiştir. Geçmişten beri toplumlar ekonominin piyasalar tarafından mı yoksa devlet planları doğrultusunda mı organize edileceği konusunda tercih yapmak zorunda kalmışlardır. Bu çalışma ile güçlenen neoliberal akımların etkisiyle, dünyada ve ülkemizde devletin ekonomideki değişen rolü ele alınmıştır. Devletin ekonomideki rolü ülkelerin gelişmişlik düzeylerine bağlı olarak değişiklik gösterse de devletin ekonomiye müdahale etmesini gerektiren piyasa başarısızlık durumları vardır. Devlet ekonomiye müdahale ederken küreselleşme olgusunu dikkate almalıdır. Küreselleşme devletin ekonomideki rolünün yeniden gözden geçirilmesini ve sonuçta devletin rolünün küçültülmesini kaçınılmaz kılmaktadır.
STRENGTHENING NEOLIBERAL TRENDS AND AN OVERVIEW OF THE STATE’S ROLE IN ECONOMY The rapid spread of neoliberal trends in the developed and developing countries has necessitated reconsideration of the role and the size of the state in economy. Globalisation is a movement comprising of various dimensions, among which primarily comes the economic dimension, affecting the whole world, including our country. The role of the Turkish state in economy has been varying within periods as globalisation has been expanding throughout the world. For long, societies were put in a position to decide whether economy should be regulated/ organized by the markets or through state plans. In this study, the changing role of the state in economy under the influence of strengthening neoliberal trends is analysed. Even though the role of the state in economy may change based on the level of development of the country, there are cases of market failure that necessitate state intervention in economy. While intervening in the economy, the state should take into consideration the fact of globalisation. In the end, globalisation makes it inevitable to revisit and reduce the state’s role in economy.
