İhracata yönelik sanayileşme döneminde mekansal organizasyon: organize sanayi bölgeleri

Abstract

Türkiye'de sanayileşmenin gelişimi sürecinde bölgelerin mekansal organizasyonu önemli bir yer tutmaktadır. Sermaye birikiminin mekanda organizasyonu, kent ve kır dokusunu etkiler ve üretimin mekansal yapılarla ilişkisi sanayileşme sürecinin ortaya çıkardığı ihtiyaçlar ile belirlenir. Bu çalışmada 1980 sonrası Türkiye'de ihracata yönelik sanayileşme sürecinde mekansal organizasyon ve bu bağlamda Organize Sanayi Bölgeleri konu edinilmiştir. 1980 sonrası ekonomik gelişmelerin mekana yansıması ve sanayileşme mekanizmasına süreç içerisinde açıklama olanağı kazandıran en önemli etmenlerden biri olarak mekansal organizasyon çerçeve olarak alınmıştır. Örgütlenme aracı olarak da OSB'lerin 1980 sonrası gelişimi, taşıdığı önem ve işlevlere değinilmiştir. Sanayileşme çabalarının ilk yıllarından, uluslar arasılaşma eğilimlerinin yaşandığı günümüz koşullarına kadar ki sürecin bütünlüklü bir analizi yapılmıştır. Tüm bu değerlendirmeler Organize Sanayi Bölgelerinin son zamanlarda ki gelişmelere paralel olarak uluslar arasılaşma çabasına uyum sağlamada önemli araçlardan biri olduğunu göstermiştir. The locational organization of the regions remains important part in the process of the development of industrialization in Turkey. The organization of capital accumulation in location affects the frame of city and hillside. The relationship of production with locational structures is determined by the requirements of industrialization process. In this study, the locational organization in the export-oriented industrialization process in Turkey after 1980 and Organized Industrial Regions are examined. The main framework of the study consists of the reflection of economic developments to the location and locational organization as one of the explanatory factors of industrialization mechanism in the process. The development, importance and the functions of OIR after 1980, which were used as the instrument of organizing activities are also . The period from the earliest years of industrialization efforts to nowadays that internationalism tendencies are experienced are completely examined. All these assessments have indicated that Organized Industrial Regions are important intruments of adapting to the efforts of internationalism in line with the recent developments.
