Osmanlı Devleti’nin Tanzimat Dönemi kamu sağlığı politikası (1839-1876)

Abstract

This study, which deals with the reflections of centralization on the sphere of public health, researches the backdrop of health issues which is developed into a zone of state responsibility with the modernization period, while administrated by charity institutions in ancient times. To analyze the reasons why last Ottoman political administrators attempted to safeguard their community’s health much more than before and compare them with the models in Europe are the main targets of this dissertation. Furthermore, this transition will be observed by analyzing the similarities and the differences of public health and hospital operation in the Classical Period and modern health practices applied with the Tanzimat modernization/ period. In this respect, one of the objectives of this study is to refer from the centralization and modernization of health which is appeared with the Tanzimat Period to the big picture of the centralization of the Ottoman Empire; and thus to be able to read them as a meaningful whole. With this ebb and flood between the small and the big picture, it is aimed at discovering the degree of transformation among the state bureaucrats in the last period and fill in the missing pieces in the operation of Ottoman health system
