Publication: İstanbul'da toplumcu belediyecilik anlayışı ve günümüze etkisi : 1973-2023 dönem analizi
Abstract
Bu çalışmada tarihten bugüne merkezi yönetime bağımlı Türkiye’nin yerel yönetimlerinin geçirdiği dönüşümler ile birlikte 1970li yıllarda icra edebilme hakkına sahip olmuş toplumcu belediyecilik anlayışının gelişimi ile merkezi otoriteye bağımlı Türkiye Belediyeciliği arasındaki tarihsel gelişme incelenecektir. Çalışmanın ilk bölümünde Osmanlı Devleti’nden başlayarak Cumhuriyet yönetiminden günümüz AK Parti iktidarına kadar olan süreçte itibaren yerel yönetimlere olan bakış açışı,yenilikler ve fikirsel plan incelenecektir. Çalışmanın ikinci bölümünde toplumcu belediyecilik anlayışı ve tarihsel gelişimi irdelenecektir. Toplumcu belediyeciliğin getirdiği kazanımlar örnekleri ile birlikte verilecektir. Sonrasında CHPli belediye başkanlarının başlattığı ‘’Yeni Belediyecilik’’ akımı incelendikten sonra toplumcu belediyecilik uygulamaları değerlendirilecektir. Çalışmanın son bölümünde İstanbul’un iki belediye başkanı Ahmet İsvan ve Ekrem İmamoğlu’nun sanayi ve bilgi toplumlarının geçirdiği realiteler göz önüne alınıp, yaşadıkları benzer sorunlar ve uygulamaların toplumcu belediyecilik anlayışı çerçevesinde ortaya konulup sonrasında her iki başkanın dönemleri zamanın ruhu baz alınıp karşılaştırılacaktır. Sonuç kısmında ise bu iki belediye başkanlarının uygulamaları ve politikalarının sonucunda günümüzde toplumcu belediyeciliğin uygulanabilirliği cevabı verilecektir.
This study will examine the historical development of Turkey’s local administrations, which have been dependent on central authority, and the transformations they have undergone up to the present day. It will also analyze the development of socialist municipalism, which gained the right to be implemented in the 1970s, and compare it with the historically centralized Turkish municipal system. In the first section of the study, the perspective on local administrations, innovations, and the ideological framework from the Ottoman Empire to the Republican era and the current AK Party government will be examined. The second section will focus on the concept of socialist municipalism and its historical development. The achievements brought by socialist municipalism will be presented with examples. After examining the New Municipalism movement initiated by CHP mayors, socialist municipal practices will be evaluated. In the final section, the periods of two Istanbul mayors, Ahmet İsvan and Ekrem İmamoğlu, will be compared, taking into account the realities of industrial and information societies, the similar problems they faced, and the policies they implemented within the framework of socialist municipalism. The comparison will be made based on the spirit of their respective times. In the conclusion, the applicability of socialist municipalism today will be discussed in light of the policies and practices of these two mayors.
