Günümüzde önemli bir yere sahip olan özel güvenlik hizmetleri 2004 yılına kadar tam olarak yasal zemine sahip değildi. 2004 yılında yürürlüğe giren 5188 sayılı Özel Güvenlik Hizmetlerine Dair Kanun ile özel güvenlik görevlileri çalışma alanları ve koşulları kapsamında yasal zeminde özerk bir yapıya kavuşmuştur.
