2011 Van depremi ve kentsel nüfusta mekânsal farklılaşmalar

Abstract

Yeryüzünün bugünkü görünümünü kazanmasında temel değişkenlerden biri olan depremler, insanoğlunun yaşamında her zaman yıkım ve felaketin adı olmuştur. Yarattığı çevresel, sosyo-ekonomik ve insan yaşamına ilişkin etkiler bakımından hiç şüphe yok ki yeryüzünde meydana gelen doğal afetlerin en önemlilerindendir. Ölümün ve yıkımın adı olan depremler, pek çok insanın hayatını kaybetmesine ve sakatlanmasına sebep olduğu gibi binaların yıkılmasına, tarım, ticaret, sanayi, turizm gibi pek çok alanda da önemli ekonomik tahribatlara neden olmaktadır. 2011 yılında Van'da meydana gelen depremlerde il genelinde önemli zararlar görülmekle birlikte, Van kenti, depremin yarattığı yıkımların ve tahribatların merkezi olmuştur. Şüphesiz bu tahribatta konutların uygun olmayan alanlara inşa edilmesi, binalarda kullanılan yapı malzemesi, denetimlerin yetersizliği, bilgi eksikliği ve daha önemlisi umursamazlık gibi pek çok değişken etkili olmuştur. Kentin yaşadığı travma ve geçirdiği süreçleri ele alan bu çalışmada işlenen başlıca konular, depremin yarattığı yıkım ve zemin ilişkisi, ölüm ve ciddi sakatlık vakalarının gerçekleştiği mahalleler ile bu mahallelerin başta ekonomik olmak üzere diğer değişkenlerle ilişkisi, binaların hasar durumları ve kent içindeki dağılımı, yeni konut alanlarının yer seçimleri, yerleşmeye uygunluğu, kentin gelişmesini destekleyip desteklemediği, kentte gerçekleştirilen altyapı ve üstyapının kentsel dönüşüm süreçleri ile uyumlu olup olmadığı şeklindedir. Araştırma birçok değişken açısından irdelenmiş ve depremin kentte yarattığı etkiler Coğrafi Bilgi Sistemleri (CBS) tabanlı programlar kullanılmak suretiyle analiz edilmiştir

The earthquake, one of the basic varieties for gaining of recent appearance of the world, is always named as catastrophe and demolition for humanity. There is no doubt that the earthquake is one of the most important natural disasters taking place in the earth in terms of effects related to nature, socio-economic and human life. In addition, the earthquake, which is named as death and demolition, causes to die and become disabled of so many people, it causes to serious economic devastations in so many fields such as agriculture, commerce, industry, tourism and collapsing of building. Because of the earthquakes taking places in 2011, Van city was the center of demolition and devastation created by these earthquakes. There is no doubt that so many varieties such as construction of building on unsuitable lands, building material, deficiency in inspection of building and inadequate information about earthquake and especially negligence in society are effect on the demolition and devastation. In this study researching the process and depression of Van city after the earthquake, main subjects evaluated are relationship between demolition and ground, districts where there are death and serious disabilities and their relationships by economic and other varieties, damaged situation of buildings and their distributions in Van city by districts and location choice for new settlements, their suitability to settlement, whether they support development of city and utilities services carried out in city are compatible with urban renewal or not. The study is evaluated in terms of some varieties and effects of earthquake on Van city are analyzed by using Geography Information System (GIS)
