Publication: Regulation and competition in telecominications: the case of network neutrality
Abstract
T.C. MARMARA ÜNİVERSİTESİ SOSYAL BİLİMLER ENSTİTÜSÜ Telekomünikasyon Sektöründe Rekabet ve Regülasyon: Ağ Nötrlüğü Konusu Özet Ağ nötrlüğü geniş bant internetin büyümesi ile çok hararetli bir tartışma konusu haline geldi. Bazı otoriteler konu üzerindeki tartışmaların bir sonuca bağlanmasının gelecek nesil internetin yapısını belirleyeceğini ileri sürüyorlar. Aslında tartışma oldukça teknik ve güvenilir sonuçlara ulaşmak için daha çok çalışmaya ihtiyaç var. Bu tez, tartışmaya özgün bir ekonomik çatı ve model çerçevesinde katkıda bulunmak için tasarlanmıştır. Tez boyunca cevaplamaya çalıştığımız araştırma sorumuz ağ operatörlerinin ağ nötrlüğünden sapmasının ne gibi sosyal fayda ve maliyetler yaratacağına işaret etmektedir. Bu soruyu cevaplamak için çalışmayı her biri bir bölüm olacak şekilde dört parçaya böldük. İlk parçayı oluşturan Bölüm 2, çalışmanın geri kalan kısmı için bir ekonomik çatı ve yol haritası niteliğindedir. Üçüncü Bölüm, ağ operatörlerinin ağ nötrlüğünden sapma güdülerini incelemek için bir ekonomik model sunuyor. Sonrasında Dördüncü Bölüm, ağ nötrlüğünden sapmanın refah etkilerini iki farklı sapma çeşidi üzerinde araştırıyor. Son olarak, Beşinci Bölüm ise farklı piyasa koşullarında modelin nasıl davranabileceği konusunda bir deney sunuyor. Çalışmanın genel bir sonucu olarak, ağ operatörlerine fiyat-dışı ayrımcılık, özellikle kalite ayrımcılığı yapmaya izin verilebileceği ortaya çıkıyor. Ve bu tür bir kalite ayrımı öncelik sağlama, saklama hizmeti sunma ve kaliteli servis gibi düzenlemelere uyarlanabilir. Öte yandan, yıkıcı refah etkilerine rağmen fiyat ayrımcılığını tamamen yasaklayan bir düzenlemenin gerekliliği konusunda genel bir çağrı yapılamaz. Bu konuda özellikle tekelci piyasa yapısında ağ operatörlerinin sapma güdüleri konusunda yeterli kanıta erişilemediğini hatırlatmak gerekir. T.C. Network neutrality has become a heated debate throughout growing prominence of broadband internet. Some authorities claim that the resolution of the debate may shape the next generation internet. In fact, the debate is highly technical, and requires more research to reach reliable conclusions. This thesis is designed to make some rigorous contributions to the debate through a sophisticated economic framework and a model. Our research question during this thesis indicates how private incentives of network providers to deviate from network neutrality may create social costs and benefits. To answer this question we divide our study into four parts and each indicates individual chapters. The first part which is labeled as Chapter 2 constitutes an economic framework and a roadmap for the rest of our study. The third chapter introduces an economic model to investigate the incentives of network providers to deviate from neutrality. Then, the fourth chapter examines the welfare implications of network neutrality comparing with two types of deviation. Finally, the fifth chapter presents an experiment to test our model in different market conditions. Overall conclusion of our research suggests allowing network providers to make non-price discrimination, particularly quality discrimination. And, such quality discrimination may be extended to some kinds of prioritization, providing caching, or quality of service (QoS) arrangements. On the other hand, despite welfare destructive effects of price discrimination, we cannot call for a definite neutrality regulation which prohibits price discrimination, since we could not find enough evidences for the incentive of deviation in monopoly market structure.
