BIR FINANSALLAŞMA GÖSTERGESI OLARAK TÜRKIYE EKONOMISINDE BORÇLARIN DÖNÜŞÜMÜ: 2002-2017

Abstract

Bu çalışmanın amacı, Türkiye ekonomisinde borçluluğun 2001 Krizi sonrası yaşadığı evrimleri analiz etmektir.Zira Türkiye ekonomisinde borçların dönüşümü 2001 Krizi sonrası süreci karakterize etmiştir. Finansallaşmanınbir türü olarak adlandırılabilecek bu sürecin yarattığı kırılganlıkların ortaya konulması, ülke ekonomisinin özgünkonumunun kavranması açısından önemlidir. Çalışmada 2002’den günümüze uzanan periyotta ekonomininborç yapısındaki değişimi değerlendirmek amacıyla kamu, hane halkları ve özel sektör borcunun dönüşümüüzerinden bir borç (yükümlülük) bilançosu çıkarılmaya çalışılmıştır. Böylece ekonominin varlık – yükümlülükdüzeyi üzerinden geleceğe dair ipuçları elde etmek mümkün olacaktır. Analiz sonunda ekonomide borçlarıngenişleyerek özelleştiği ve bu evrimin ekonomide yeni kırılganlıklar yarattığı ortaya konulmuştur.

The aim of this study is to analyze the evolution of the indebtness in Turkish economy after the 2001 crisis. The reason is that the transformation of debts has characterized the last 17 years’ process. The identification of the fragilities created by this process, which can be termed as a kind of financialization, is crucial in terms of understanding the unique position of the country’s economy. In this study, in order to evaluate transformation of the debt structure of the economy during the period from 2002 onwards, a debt (liability) picture is found out through the transformation of public, household and private debt. Thus, it will be possible to obtain clues about the future via the economy’s asset-liability level. At the end of the analysis, it is revealed that the debts in the economy have been enlarged and privatized, and this evolution created new fragilities in the economy.
