Abstract
Yirminci yüzyılda kitle iletişim araçlarının teknolojik yönden gelişmesi ve yaygınlaşması, ardından dijital medya
cihazlarının cebe sığacak kadar küçülmesi ve günlük hayatın her anında yanımızda olması siyasi hayatı daha
görünür kılmıştır. Buna paralel olarak uluslararası ilişkiler alanında ortaya çıkan bazı değişim ve dönüşümler
diplomasinin, siyasi alan dışında, sosyal, kültürel ve ekonomik alanda da yürütülmesini zorunlu kılmıştır. Böylece
uluslararası ilişkilerde esas hedef, devlet görevlilerinden ziyade kamunun rızasını elde etmek olmuştur. Böylece
kamu diplomasisi kavramı ortaya atılmıştır. Bu bağlamda, bu çalışmada öncelikle kamu diplomasisine ilişkin
kuramsal birikim irdelenmiştir. Kamu diplomasisine ilişkin kuramlar, kavramlar, kavramsal çatışmalar ve kamu
diplomasisinin ilişkide olduğu alanlara açıklık getirilerek kavramsal ve kuramsal bir çerçeve çizilmiştir. Bu
çerçeve bağlamında dünyanın en geniş ölçekli kamu diplomasisi kampanyalarından biri olan, İngiltere’nin
yürüttüğü “Great Britain” kapsamında Türkiye’de gerçekleştirilmiş etkinlikler analiz edilmiştir. Çıktılar
çerçevesinde başarılı bir kampanya olduğu sonucuna ulaşılan “Great Britain”in kamu diplomasisi kuram ve
kavramlarına uygun bir biçimde gerçekleştirildiği anlaşılmıştır.
In the twentieth century, the technological development and widespread use of mass media, and then the shrinkage of digital media devices to fit in a pocket and the fact that they are with us at every moment of daily life have made it more visible to political life. Parallel to this, some changes and transformations in the field of international relations made it necessary for diplomacy to be carried out in the social, cultural and economic fields as well as in the political field. Thus, the main goal in international relations has been to obtain the consent of the public rather than state officials. Thus, the concept of public diplomacy was introduced. In this context, in this study, first of all, the theoretical background on public diplomacy was examined. A conceptual and theoretical framework has been drawn by clarifying the theories, concepts, conceptual conflicts and areas of public diplomacy related to public diplomacy. In this context, the activities carried out in Turkey within the scope of "Great Britain", one of the world's largest public diplomacy campaigns, were analyzed. It was understood that "Great Britain", which was concluded to be a successful campaign within the framework of the outputs, was carried out in accordance with the theories and concepts of public diplomacy.
