Abstract
Başbakanlık Osmanlı Arşivi’nde bulunan 15/ 3 No’lu Dubrovnik Düvel-i Ecnebiye Defteri, Osmanlı - Dubrovnik (Raguza) ilişkilerinin H.1057-1073 (M.1647-1663) yılları arasındaki onaltı yıllık sürecini ihtiva etmesi açısından birinci dereceden önemli bir ana kaynaktır. Söz konusu defter, XVII. yüzyılın ikinci yarısında Osmanlı Devleti ile Dubrovnik Cumhuriyeti arasındaki siyasî, idarî, diplomatik, ticarî ve sosyal ilişkilerin yanı sıra, iki ülke arasındaki hüküm ve nişânlar, korsanlık ve eşkıyalık faaliyetleri, Bosna ile sınır meseleleri gibi çok geniş bir yelpazede zengin bilgi ve malzeme içermesinden dolayı da dikkate şayandır. Yapılan bu çalışmada, oldukça kıymetli olan bu ana kaynağın ilim dünyasına kazandırılması ve Osmanlı tarihinin bu sürecine ışık tutulması amaçlanmıştır. Siyasi, diplomatik ve askerî ilişkilerini ticarete göre şekillendiren ve ekonomik menfaatlerine odaklanan bir denizci şehir devleti olan Dubrovnik, güçlü donanmasıyla ve özellikle Akdeniz’de yürüttüğü ticarî faaliyetleriyle XIV. ve XVII yüzyıllar arasında etkin olmayı başarmıştır. Bu çalışmada, Düvel-i Ecnebiye Defteri (BOA. A.DVN. DVE. d 15/ 3) esas alınarak Osmanlı Devleti’yle Dubrovnik arasında yoğun siyasi ve ticari ilişkiler, kapitülasyonlar, tarihsel bir perspektiften değerlendirmeye tabi tutulmuştur. Böylece, ulaşılan bilgiler ışığında, ilişkilerin hangi alanlarda ve ne boyutta gerçekleştiği tespit edilerek ileride yapılacak çalışmalara zemin oluşturulmuştur. Dubrovnik volume (BOA. A.DVN. DVE. d 15/ 3) of Foreign States Registers (Düvel-i Ecnebiye Defteri) from Prime Ministry Ottoman Archives, is a great primary source in terms of containing valuable informations about Ottoman - Dubrovnik (Ragusa) relations between 1647 and 1663, sixteen-year period. This register (Defter)’s importance is not only have unique edicts (hüküm) and orders (nişân) regarding to political, administrative, diplomatic, commercial and social relations between The Ottoman Empire and The Republic of Dubrovnik in the second half of the 17th century; but also provides a very rich materials and wide range of information about border conflicts with Bosnia and also piracy and banditry activities that Dubrovnik involves. In this study, it is aimed to bring a precious main source be available to the academic world and intended to shed light on a period of the Ottoman history. Republic of Dubrovnik, which is a powerful maritime city-state, developing political, diplomatic and military relations based on trade and economic interests, has managed to be effective in 16th and 17th centuries, thanks to her strong armada and with commercial activities conducted in the Mediterranean. In this study, it is tried to be determined the relationships that occur in which areas and to what extent in the light of the information gained. All have been evaluated in accordance with the political conditions, capitulations, and commercial relations from a historical perspective based on the Foreign States Registers and has been created a basis for future studies.
