Uluslararası politik ekonomide özel askeri ve güvenlik şirketleri

Abstract

Güvenlik ve devlet kavramlarının değerlendirilmesi ile başlayan bu tez çalışmasında küreselleşmenin son ürünü olarak küresel sistemde kendine yer bulan Özel Askeri ve Güvenlik Şirketleri ele alınmıştır. Ayrıca bu şirketlerin hem uluslararası politik ekonomiye hem de politik ekonominin önemli bir unsuru olan devlete etkileri incelenmiştir. Buradan hareketle bireyin ve devletin güvenlik ihtiyacına bağlı olarak günümüzde bir hizmet kapsamına giren ve ‘satın alınabilen’ güvenlik; bu hizmetleri veren özel askeri ve güvenlik şirketlerinin nasıl ortaya çıktığını, ne tür hizmetler sunabildiklerini, uluslararası örgütler ve uluslararası hukuk bağlamında nasıl karşılandıklarını ortaya koymak çalışmanın ana argümanlarını oluşturmaktadır. Ayrıca söz konusu bu şirketlerin, dünyada faaliyet gösterdikleri bölgeler ve faaliyette oldukları iş kollarının uluslararası politik ekonomideki etkileri de ayrıntılı bir şekilde incelenmiştir. Dört bölümden oluşan bu tez çalışmasının teorik altyapısı öncelikle Uluslararası Politik Ekonomi disiplinini açıklayarak oluşturulmuştur. Küreselleşme ile birlikte güvenliğin ve devletin dönüşümünü ele aldıktan sonra özelleştirmelere odaklanarak, ulus-devlet kavramının küreselleşme nedeniyle aşınmaya uğradığını ortaya koyan bu tezde, şiddet kullanma tekelini ticarileşen güvenlik alanı nedeniyle piyasa ile paylaşma durumu incelenmiştir. Dördüncü bölümde ise Özel Askeri ve Güvenlik Şirketlerinin tarihsel arka planı verilerek, ortaya çıkma nedenleri, gelişimi ve sınıflandırması yapılmış olup bu şirketlerin hukuksal durumu açıklanmıştır. Nitel araştırma yöntemlerinden dokümantasyon taraması yöntemini kullanıldığı bu tez çalışması tümden gelimci bakış açısıyla oluşturulmuştur.

In this thesis, which started with the evaluation of the concepts of security and state, Private Military and Security Companies, which found their place in the global system as the last product of globalization, were discussed. In addition, the effects of these companies on both the international political economy and the state, which is an important element of the political economy, are examined. From this point of view, depending on the security needs of the individual and the state, security, which is within the scope of a service today and can be 'purchased'; The main arguments of the study are to reveal how the private military and security companies providing these services emerged, what kind of services they can offer, and how they were received in the context of international organizations and international law. The regions in which these companies operate in the world and the effects of their business lines on the international political economy are also examined in detail. The theoretical background of this thesis, which consists of four chapters, was created by firstly explaining the discipline of International Political Economy. In this thesis, which reveals that the concept of nation-state has been eroded due to globalization by focusing on privatizations after addressing the transformation of security and the state with globalization, the situation of sharing the monopoly of using violence with the market due to the commercialized security field has been examined. In the fourth chapter, the historical background of Private Military and Security Companies is given, the reasons for their emergence, development and classification are made and the legal status of these companies is explained. This thesis study, in which the documentation scanning method is used, which is one of the qualitative research methods, was created with a deductive point of view.
