Göçün güvenlikleştirilmesi ve göç karşıtı söylemler üzerine bir okuma : Büyük Britanya ve Brexit örneği

Abstract

Bu çalışma Birleşik Krallık'ın Avrupa Birliği üyeliğinin akıbetine dair yaptığı referanduma giden süreci ve sonrasını konu almakta ve Brexit Referandumunu bir analiz nesnesi olarak kabul etmektedir. 23 Haziran 2016 tarihinde gerçekleştirilen Brexit Referandumu ismini, British (Britanya) ve exit (çıkış) kelimelerinin kısaltılarak bir araya gelmesiyle oluşturulan bir kısaltmadan almaktadır ve resmî adı Büyük Britanya ve Kuzey İrlanda Birleşik Krallığı olan Birleşik Krallık'ın Avrupa Birliği üyeliğinden ayrılmasını ifade etmektedir. Brexit Referandumunu merkezine kabul eden bu çalışmada Referanduma giden süreçte kamuoyuna ulaşan ve tartışılan söylemlerle tehditleştirilen ve güvenlik endişesi haline gelen göçün; uzun tarihi boyunca her dönem göçmenlerle karşılaşmış Birleşik Krallık'ın Avrupa Birliği'nden ayrılmasındaki etkisi konu alınmıştır. Çalışma bu bağlamda, Brexit Referandumu, göç politikalarında gerçekleşen Avrupa Birliği kaynaklı düzenlemelere bir tepki olarak mı gerçekleştirilmiştir? Yoksa Birleşik Krallık'ın kendi iç dinamikleri ve değişken göç politikalarıyla girilen bu süreçte Avrupa Birliği'nin yetersiz göç politikaları araçsallaştırılarak referandum kararı meşrulaştırılmış mıdır? sorusunu cevaplandırmaya çalışacaktır.

This study focuses on the process leading up to and after the referendum on the fate of the United Kingdom's membership of the European Union and takes the Brexit Referendum as an object of analysis. Held on 23 June 2016, the Brexit Referendum takes its name from an acronym formed by the abbreviation of the words 'British' and 'exit' and refers to the departure of the United Kingdom, officially the United Kingdom of Great Britain and Northern Ireland, from membership in the European Union. This study, which takes the Brexit Referendum as its centre, focuses on the impact of migration, which has been threatened and become a security concern with the discourses that reached the public and discussed in the process leading up to the referendum, on the departure of the United Kingdom, which has always encountered immigrants throughout its long history, from the European Union. In this context, the study asks, 'Was the Brexit Referendum a reaction to the European Union -induced regulations in immigration policies? Or was the referendum decision legitimised by instrumentalising the inadequate migration policies of the European Union in this process, which was entered with the United Kingdom's own internal dynamics and variable migration policies?'.
