ÖZET TÜRK TELEKOMÜNİKASYON SEKTÖRÜ’NDE Kİ PİYASA AKSAKLIKLARI VE BUNLARIN DÜZENLENMESİ Son yıllarda yaşanan teknolojik gelişmelere bağlı olarak telekomünikasyon sektöründe çok büyük değişiklikler olmuştur. Özellikle gelişmekte olan ülkelerin birçoğunda telekomünikasyon sektöründe serbestleşmeler ve daha rekabetçi yapının sağlanması için yapılan düzenlemeler göze çarpmaktadır. Bu çalışmada piyasa kavramının iktisat literatüründeki farklı anlamlarına değinilmiş ve piyasanın bir kurum olarak yapısı irdelenmiştir. Bu bağlamda piyasa aksaklıkları konusu ele alınarak, piyasaların neden tam rekabet koşullarından saptıkları ve bu durumlarda ortaya çıkan piyasa aksaklıkları anlatılmıştır. Daha sonraki kısımlarda sırasıyla; piyasa aksaklıklarına çözüm olarak regülasyon, bu regülasyonları yapmakla yükümlü kurumlar olan Bağımsız İdari Otoriteler ve tezin ana çalışma konusu olan Türk telekomünikasyon sektörü incelenmiştir. Türk telekomünikasyon sektörü incelenirken, Türk ve Dünya telekomünikasyon sektörlerinin ekonomik yapısı ve Türk telekomünikasyon sektörünün geçmişi hakkında bilgi verilmiştir. Son olarak Türk telekomünikasyon sektöründeki piyasa aksaklıkları anlatılmış ve bu aksaklıkların düzenlenmesine yönelik devletin ve yetkili kurum olan Bilgi Teknolojileri ve İletişim Kurumu’nun neler yaptığı anlatılarak bu aksaklıkların nasıl giderilebileceği ortaya konulmaya çalışılmıştır. MARKET FAİLURES İN THE TURKİSH TELECOMMUNİCATİONS SECTOR AND THEİR REGULATİON There has been a lot of changes in telecommunication sector according to the recent developments in Technologies. Especially the sectors in developing countries has started to become more free and the regulations that make the sector more competitive draw attention on them. Within this study different meanings of market in economics literature has been underlined as a facility. In this context by dealing with market impediments, the question of why markets diverted their way from complete competition conditions was tried to be answered and the malfunctions that come up owing to these circumstances. In the latter parts, respectively; regulation as a solution for market failure, Independent Administrative Authorities that are supposed to manage these regulations and, as the main focus of the thesis, Turkish telecommunication sector has been surveyed. As Turkish telecommunications sector is being surveyed, information about Turkish and World telecommunication sectors’’ economical structure and the history of Turkish telecommunication sector has been given. Finally market failure of Turkish telecommunication sector has been told, in the meanwhile; what the government and Information Technologies and Communication Institution as the institution in charge are doing is told with the aim of how these failure could be overcome is tried to be put forward.
