Publication: Implementation prospects for sustainable development goals : Istanbul Chamber of Commerce
Abstract
Sürdürülebilir kalkınma kavramı, ileriye dönük değer yaratımının yanı sıra piyasada varlıklarını uzun vadede sürdürmek isteyen kurum ve kuruluşlar için bir trend halini almıştır. Özellikle 2008 yılından itibaren sürege- len ekonomik kriz ile beraber, sadece ekonomik verilerin ülkelerin refah seviyesini tam anlamı ile karşıla- madığı ve uzun vadede bir değer yaratımı için yeterince belirleyici olmadığı ortaya çıkmıştır. Bu noktada, toplumun gelişmişlik düzeyi ekonomik verilerin yanı sıra, sosyal ve ekolojik olgulara yaklaşımları ile birlikte değerlendirilmelidir.Sosyal performansın küresel düzeyde geliştirmesi adına çeşitli çalışmalar ortaya koyulmuştur. Bu çalış- maların arasında, Birleşmiş Milletler tarafından 2015 yılında yayımlanmış ve ulusal bir bildiri niteliği taşıyan Sürdürülebilir Kalkınma İlkeleri, sosyal refahın iyileştirilmesi ve küresel farkındalık yaratma gayesiyle, dünyanın en gözde finansal, doğal ve sosyal zorluklarına vurgu yapmaktadır. Bu çalışmada, Sürdürülebilir Kalkınma İlkeleri modellemesi üzerinden ülkemizin özel sektör düzeyinde hangi seviyede uygulandığı analiz edilecektir.İstanbul merkezli bireylerin ve ticari kurumların, ticari işlemlerini organize edip belgelendiren İstanbul Ticaret Odası bu araştırma için vaka çalışması olarak seçilmiştir. Bu araştırmanın amaçları; (1) Türkiye’de SKH’lerin, Sosyal Gelişim İndeksi parametresi doğrultusunda özel sektör düzeyinde ne derece uygulandığı, (2) İTO özelinde bu uygulanma sürecini analiz etmek ve (3) süreçten kaynaklanan değişiklikleri sonuç- landırmaktır.Uygulama süreci, ikincil verinin toplanması ile başlamış olup kurumun yıllık raporlarında sunulan literatür doğrultusunda, Türkiye’nin Sosyal Gelişim İndeksi ile birleştirilmesi şeklinde ilerlemiştir. Uygulama süreci, çeşitli parametlere göre analiz edilmiştir. Uzun vadeli bir küresel refah ortamı için öncelikle ülkeler, son- rasında kurumlar, ekonomik verilerin yanı sıra sosyal ve çevresel faktörleri de göz önünde bulundurarak bir gelecek planlaması yapmalıdır.
Sustainable development has become a trend for business organizations that desire to maintain their presence in the market for a long term, as well as creating value for the future. Especially with the ongoing economic crisis since 2008, it has been revealed that GDP as a numerical value does not fully meet the welfare level of countries and is not a determinant for value creation in the long run. The development level of the society should be evaluated together with its approaches to social and ecological phenomena alongside with eco- nomic data.Sustainable Development Goals that was published by the UN in 2015 as a national statement, emphasizes the world's most vital financial, natural and social challenges with the aim of improving social welfare and raising global awareness. In this study, it will be analyzed how much our country has applied at the private sector level through the modeling of the Sustainable Development Goals.The Istanbul Chamber of Commerce was chosen as a case study for this research. The aims of this study are; (1) to what extent the SDGs are implemented at the private sector level in line with the Social Development Index parameter in Turkey, (2) to analyze this implementation process specific to ICOC, and (3) to finalize the changes resulting from the process.The implementation process started with the collection of secondary data and progressed in line with the lit- erature presented in the sustainability reports of the institution, incorporating Turkey with the Social Devel- opment Index. For a long-term global welfare environment, first countries and then institutions should make a future planning by considering social and environmental factors as well as economic data.
