Türkiye'de mezun derneklerinin eğitime katkısı : ÖNDER örneği

Abstract

Bu araştırma kapsamında mezun derneklerinin eğitim ile ilişkisi ve eğitim politikalarına katkısının analiz edilmesi amaçlanmıştır. Belirlenen bu amaç doğrultusunda bünyesinde 500 mezun derneğini barındıran ve 63 yıllık köklü bir dernek olarak önemli bir konumda olan ÖNDER, örnek olarak seçilmiştir. Türkiye’de eğitim alanında faaliyet gösteren sivil toplum kuruluşları ve bunların türleri, sivil toplum kuruluşlarının Türk eğitim sistemindeki konum, işlev ve belirleyicilikleri; araştırma kapsamında analiz edilen diğer konu başlıklarını oluşturmaktadır. Araştırmada nitel veri toplama yöntemlerinden; literatür taraması, doküman incelemesi ve yarı yapılandırılmış mülakat tekniği kullanılmış ve ÖNDER’in geçmişten günümüze gelene kadar yaptığı faaliyetler, eğitim alanında devlet ile olan ilişki ve işbirliği gibi verilerin analiz edilmesinde içerik analizi tekniğinden yararlanılmıştır. Araştırmadan elde edilen sonuçları şu şekilde özetlemek mümkündür: Eğitim alanında faaliyet gösteren sivil toplum kuruluşlarının genel olarak varlık sebepleri; “eğitim alanında çalışan kişilerin mesleki, ekonomik, sosyal, siyasi ve özlük hak ve menfaatlerinin korunması” ve “eğitim politikalarının oluşturulmasına bir aktör olarak katkı sağlamak” iken, ÖNDER’in varlık sebebinin; İmam Hatip ruhu ve din eğitimi olmasına rağmen dernek tarafından genel olarak eğitimin niteliğini arttırmaya yönelik çalışmalar ve faaliyetlerin yürütüldüğü görülmektedir. ÖNDER’in hedef kitlesinin öncelikle İmam Hatip Okulları olarak belirlendiği ancak derneğin eğitimin tüm alanlarında çalışmalar yaptığı görülmüştür. Başta ÖNDER olmak üzere Türkiye’de eğitim alanında faaliyet gösteren sivil toplum kuruluşlarının eğitim politikaları noktasında öncelikli olarak; eğitim müfredatı, eğitimin ve ders kitaplarının içeriğinin belirlenmesi, öğretme-öğrenme süreçleri, eğitime erişim noktasında eşitliğin sağlanması (cinsiyet ve fırsat eşitliği), çocuk hakları, maddi imkânları yetersiz öğrencilerin öğrenim giderlerinin karşılanması, bu öğrencilere öğrenim bursu ve barınma imkânlarının sağlanması konularına yöneldiği görülmüştür.

This research aims to analyze the relationship of alumni associations with education and their contribution to education policies. In line with this determined purpose, ÖNDER, was chosen as a sample because it has an important position in terms of hosting 500 alumni associations and being a long-established association for 63 years. Other topics analyzed within the context of this research are as follows; Non-governmental organizations operating in the field of education in Turkey and their types, the position, function and decisiveness of non-governmental organizations in the Turkish education system. Among the qualitative data collection methods in the research; literature review, document review and semi-structured interview technique was used. Content analysis technique was used in analyzing data such as the activities of ÖNDER from the past to the present, the relationship and cooperation with the state in the field of education. It is possible to summarize the results obtained from the research as follows: The reasons for the existence of non-governmental organizations working in the field of education; “Protection of professional, economic, social, political and personal rights and interests of people working in the field of education and to contribute as an actor in the formation of education policies”. Although ÖNDER's reason for existence is the spirit of Imam Hatip and religious education, it is seen that studies and activities are carried out by the association to increase the quality of education in general. ÖNDER's target audience is determined primarily as Imam Hatip Schools, but it has been observed that the association works in all fields of education. Including ÖNDER; in the field of education policies of non-governmental organizations operating in Turkey, the education curriculum, determining the content of education and textbooks, teaching-learning processes, ensuring equality in access to education (gender and equal opportunity), children's rights, meeting the education expenses of students with insufficient financial means, providing education scholarships and accommodation opportunities to these students that it gives priority to has been observed.
