24 Numaralı Atik Şikâyet Defteri (1107-1108 / 1696) (inceleme-metin)

Abstract

Osmanlı Devleti’nde gelişen ve değişen bürokrasi ile birlikte XVII. yüzyılın ortalarından itibaren Şikâyet defterleri ortaya çıkmıştır. Bu defterler muhtevası bakımından Mühimme defterlerinden ayrılarak yeni bir defter olarak tutulmaya başlanmıştır. Şikâyet defterleri, sosyal tarih ve hukuk tarihi alanındaki çalışmalar için önemli ana kaynaklardandır. Tutulduğu dönemde halkın yaşadığı sorunların, ilettikleri şikâyetlerin yanı sıra devletin bu problemlere getirdiği çözümleri içermesi bakımından da önemlidir. Bu çalışmada H.1107-1108 / M.1696 tarihine ait 24 numaralı Atik Şikâyet Defteri’nin transkripsiyonu ve incelemesi yapılmıştır.Osmanlı-Rusya ve Osmanlı-Avusturya savaşlarının da yaşandığı 5 aylık bir dönemi kapsayan bu defter dönemin siyasî, askerî ve malî durumunun sosyal hayata olumsuz yönde yansıdığını göstermektedir.

With the bureaucracy that was developed and changed in Ottoman Empire, since the middle of 17th century, Complaint Books have started to emerge. Having been separated from the Muhimme Books in terms of their contents, these books started to be kept as a new book. Complaint Books are important main resources for the studies in the fields of social history and legal history. They are also important for including the problems that local people had and the complaints they filed, alongside the government’s solutions for these problems. In this study, the transcription and the analysis of an old complaint book numbered 24 belong to the date H. 1107-1108 / M.1696 were made. Including the 5-Month period that also the Russo-Turkish and Austro-Turkish wars took place, this book shows that the political, military and the financial status of that era affected the social life in a negative way.
