Veri zarflama analizi yardımıyla etkinlik ölçümü ve bir uygulama

Abstract

Bu çalışmada Bağcılardaki ortaöğretim kurumlarının etkinliği Veri Zarflama Analizi Yöntemiyle ölçülmüştür. Çalışma dört bölümden oluşmaktadır. Birinci bölümde, ülkemizdeki eğitim sisteminin genel yapısı ve Avrupa Birliği ülkeleriyle karşılaştırılması açıklanmıştır. İkinci bölümde performans ve performans ile ilgili kavramlar tanıtılmış, ayrıca performans ölçüm modelleri verilmiştir. Üçüncü bölümde, performans ölçüm yöntemi olan Veri Zarflama Analizi tanımlanmıştır. Bu kısımda, Veri Zarflama Analizi oluşum süreci, matematiksel yapısı, grafiksel gösteriminin yanı sıra yönlendirmelere ve yaklaşımlara göre Veri Zarflama Analizi modelleri incelenmiştir. Dördüncü bölümde ise Veri Zarflama Analizi’nin ortaöğretimde bir uygulaması verilmiştir. Bağcılar ilçesindeki ortaöğretim kurumlarının 2006, 2007, 2008 ve 2009 yıllarındaki performansları DEA-Solver kullanılarak Veri Zarflama Analizi metoduyla değerlendirilmiştir.

In this study, the efficiency of the secondary schools in Bağcılar were measured by Data Envelopment Analysis(DEA) method. This study consists of four chapter. In the first chapter, the general structure of Education System in our country and the comparison of Turkish Education System with European Union countries have been explained. In the second chapter, performance and conceptions related with performance have been introduced. Furthermore, models of performance measurement has been given. In the third chapter, Data Envelopment Analysis that is the measurement method of performance has been described. In this part, tha formation process, the mathematical structure and the graphical representation of DEA method have been examined. Moreover, the models of DEA has been studied according to the directions and approaches. In the fourth chapter, an application of the DEA has been submitted. The performance of the secondary schools in 2006, 2007, 2008 and 2009 in Bağcılar have been evaluated using the DEA-Solver program by the DEA method.
