Türk basınında Türkiye-Suriye ilişkileri (Beşar Esad dönemi)

Abstract

En uzun sınırımızın olduğu ülke konumundaki Suriye, Orta Doğu’daki en stratejik bölgelerden birinin ortasında yer almaktadır. Tarih boyunca Orta Doğu’yu kontrol etmek isteyen devletler mutlaka Suriye coğrafyasına da hâkim olmak istemiştir. Suriye, yıllarca Orta Doğu coğrafyasında yaşanan olaylarda etkili bir yeri olan ve “Suriyesiz barış olmaz” tabirinin kullanıldığı bir ülke olmuştur. Çalışmada, Türkiye ve Suriye ilişkilerinde son dönemde yaşanan ve geçmişe bakıldığında tahmin edilemeyen, oldukça olumlu olan gelişmelerin neden ve sonuçları ortaya konulmaya çalışılmıştır. Bu çerçevede, Türkiye-Suriye ilişkilerinin tarihsel kökenleri ve iki ülkenin bölgeye yönelik dış politikasını etkileyen unsurlar ile iki ülkenin de içinde bulunduğu Orta Doğu’nun önemi ve bölgede yaşanan gelişmelerin iki ülkeyi etkileyen ve etkilemesi muhtemel yönleri, uluslararası aktörlerin bölgede yaşanan gelişmelerdeki rolü ve bölge ile ilgili planları saptanmaya çalışılmıştır. İlk iki bölümde konular literatür taramasıyla ortaya konulurken, üçüncü bölümde iki ülke ilişkileri yazılı basın üzerinden analiz edilmiştir. Ampirik çalışmanın yer aldığı üçüncü bölümde, iki ülke arasındaki sorunlar ve iki ülke ilişkilerinin gelişimi, değişime uğraması, “dost ve kardeş ülke” algılamasına dönüşmesi 1998-2010 yılları arasını kapsayan dönem için yazılı basındaki yansıması kapsamında incelenmiştir. Çalışmada konu siyasî ilişkiler merkezinde ele alınmış ancak, ekonomik ve kültürel ilişkileri dışlayarak, iki ülke ilişkilerinin sağlıklı bir tahlilinin yapılamayacağından hareketle, ekonomik ve kültürel boyut da, ilişkilerin bütününü anlayabilmek için gerektiği ölçüde, çalışmanın kapsamına dâhil edilmiştir.

As it is the country that we have the longest border line, Syria is just in the middle of one of the most strategically important regions in the Middle East. Throughout the history, the states eager to take the control of Middle East have desired to rule the lands of Syria. And it has been a country which has an important part for the events happening in the Middle East and may be as a result of that, it is said “there can be no peace without Syria”. In the study, we have tried to arque the reasons and results of the recent positive developments on the relationships between Turkey and Syria which were hard to predict in the past times. Within that frame-work, we have tried to find out the historical roots of Turkey-Syria relations; the issues effecting their foreign policies related to the region; the importance of Middle East in which the both countries take place; the aspects of the developments in the region that effect or likely to effect the both countries and the role of the international actors on the things happening and their future plans on the region. While we have submitted the issues within a literaturally scanning in the first two chapters, we have analysed the relations of countries on the printed media in the third chapter. In the third chapter in which an amphiric study takes place, we have analysed the troubles between the countries; the development of the relationships; the changing of the relationships and turning into an understanding of being friendly to eachother. All those have been analysed within the reflections on the printed media in the period between 1998 and 2010. In the study we have held the issues on the basis of political relationships. However considering that the relations between two countries can not be exactly understood if the cultural and economical points are completely omited, We have employed the cultural and economical issues as neccessary in order to understand the whole issue.
