Publication: Avrupa Birliği'ndeki Kovid-19 pandemisi : sosyal drama olarak İtalya örneği
Abstract
Avrupa Birliği (AB) kuruluşundan beri birçok krizle karşı karşıya kalmıştır. Bu krizler AB’nin mevcut yapısı üzerinde derin dönüşümler yarattığı kurumsal yapıdaki yenilenmelerde mevcuttur. Öte yandan, dünyayı etkisi altına alan Kovid-19 krizi AB’yi siyasi, iktisadi ve sosyal olarak ciddi şekilde etkilemiştir. Alışılmadık bir kriz olarak görünen ve AB’nin kapasitesini zorlayan bu kriz, özellikle temelde Avrupa Halkları olmak üzere üye ülkeler ve Birlik kurumlarını dramatik bir şekilde etkilemiştir. Bu süreç boyunca, tıpkı AB’nin kuruluşunun ilk nüveleri olarak görülen bazı metin veya planlarda yer verilen dayanışma kavramı, Kovid-19 süresince Avrupa vatandaşlarının ve üye ülkelerin dilinden düşmemiştir. Bu çalışmada AB’nin dayanışma normunun oluşma zemini izlenerek, onun pratikte Kovid-19 gibi alışılmamış bir kriz esnasında gerek üye ülkeler gerekse AB kurumlarının Avrupa medyasında bu krize ilişkin verdikleri yanıtlar, oluşturdukları söylemler ve açıklamalar bağlamında incelenerek AB’nin dayanışma normunun dönüşümünü ve AB’nin bulunduğu durum, Victor Turner’ın Sosyal Drama konsepti ile ele alınacak ve Foucaultcu söylem analizi ile irdelenecektir.
The European Union(EU) has faced many crises since its establishment. These crises are present in the renewals in the institutional structure, which have created deep transformations on the existing structure of the EU. On the other hand, the Covid-19 crisis, which has affected the world, has seriously affected the EU politically, economically and socially. This crisis, which appeared as an unusual crisis and strained the EU's capacity, dramatically affected the member states and the institutions of the Union, especially the peoples of Europe. Throughout this process, the concept of solidarity, which was included in some texts or plans that were seen as the first nuclei of the establishment of the EU, remained on the lips of European citizens and member states during Covid-19. In this study, the transformation of the EU's solidarity norm and the current situation of the EU will be analysed with Victor Turner's Social Drama concept and examined with Foucauldian discourse analysis by tracing the basis of the formation of the EU's solidarity norm and examining it in the context of the responses, discourses and explanations given by both member states and EU institutions in the European media during an unusual crisis such as Covid-19.
