Sermaye birikiminde tohumun hikayesi : TİGEM örneği

Abstract

Tohum tarımsal üretimin ilk maddesi ve gıda zincirinin ilk halkası olarak yaşamsal bir öneme sahip olmanın yanında, ilk keşfinden günümüze değin ehlileştirilip evcilleştirilen, ıslah edilip çeşitlendirilen, korunup saklanan ve kuşaktan kuşağa aktarılan tüm insanlığa ait biyolojik ve kültürel çeşitlilik olarak tüm insanlığın ortak mirasıdır.Tarımsal üretimden ayrı düşünülemeyecek olan tohumun bin yıllara dayanan hikayesi, tarihsel süreç içerisinde birçok değişim ve dönüşüme uğramış olmakla birlikte en köklü dönüşümü kapitalist üretim ilişkilerinin hakim olduğu dönemlerde, özellikle içinde bulunduğumuz son on yıllarda yaşamıştır. Bilim ve teknolojide yaşanan gelişmelerin tohum üzerinde uygulanmasıyla tohumun biyolojik yapısında bulunan kendini yeniden üretme niteliği hibrit tohumlar ve genetiği değiştirilmiş tohumların üretilmeye başlanmasıyla ortadan kaldırılmıştır. Tohum fikri mülkiyet hakkı kapsamında üzerinde mülkiyet kurularak patent altına alınan bir üretim nesnesine dönüştürülmüştür. Tüm bu gelişmelerin neticesinde bir sermaye birikim aracına dönüşerek metalaşan tohum, sermaye için karlı bir yatırım alanına dönüşmekte ve tohum üzerinden hızlanarak devam eden bir tekelleşme durumunu ortaya çıkarmaktadır ki bu durum ekonomik ve toplumsal birçok olumsuzluğun ortaya çıkmasını da beraberinde getirmiştir.Hızlanarak devam eden tekelleşme tarımsal üretimin hem bir girdisi hem de çıktısı olan tohumun besin zincirinin de ilk halkasını oluşturması nedeniyle sermaye için bir egemenlik inşa aracı olarak kullanılmasını beraberinde getirerek tohuma stratejik bir önem kazandırmıştır. Bu stratejik önem gerek dünyada gerekse de ülkemizde kamusal tohumculuk faaliyetlerinin önemini ve gerekliliğini gözler önüne sermiştir. Bu bağlamda ülkemizde kamusal tohumculuk faaliyetleri yapmak amacıyla kurulmuş Tarım İşletmeleri Genel Müdürlüğü (TİGEM)’in de ne kadar önemli bir kurum olduğu ortaya çıkmaktadır.

İn addition to having a vital importance as first ingredient of agricultural productiın and the first link of the food chain, the seed is the common herigate of all humanity as the biological and cultural diversity of all humanity that has been tamed, domesticated, improved, diversified, preserved and transferred from generation to generation. The story of the seed, which cannot be considered separately from agricultural production, has gone through many changes and transformations in the historical process, but its most radical transformation has been experienced during the periods when capitalist production relations dominate, especially in the last decades we are in. With the application of the developments in science and technology on the seed, the self-reproduction characteristic of the biological structure of the seed has been eliminated with the beginning of the production of hybrid seeds and genetically modified seeds. The seed has been transformed into a production object that is patented by establishing ownership within the scope of intellectual property rights. As a result of all these developments, the seed transformed into a capital accumulation tool and commodified. It turns into a profitable investment area for capital and reveals an ongoing monopolization situation by accelerating over the seed, which has brought about the emergence of many economic and social negativities.The monopolization, which continues at an accelerating pace, has brought along a strategic importance to the seed by bringing it to be used as a means of domination for capital, since it is both an input and an output of agricultural production, as it also constitutes the first link of the food chain. This strategic importance has revealed the importance and necessity of public seed activities both in the world and in our country. In this context, it becomes clear how important the General Directorate of Agricultural Enterprises (TİGEM) is, which was established to carry out public seed activities in our country.
