Değişen toplum yapılarında bilginin değişen konumu

Abstract

Bilginin, toplumların tarihi seyri içerisindeki durumu çalışmanın ana konusunu oluşturmaktadır. Sanayi öncesi toplum modellerinde bilginin konumuna değinilmiştir. Bir dönüm noktası kabul edilen Sanayi Devrimi ile teknolojik yenilik ve buluşlar özellikle üretim alanında insan hayatına girmiştir. Bu kaçınılmaz değişim ekonomik, sosyal, kültürel ve teknolojik açılardan bilgiyi ve bilginin toplumsal konumuna etkileri ortaya konmuştur. Bilgiyi üretip, etkin şekilde kullanan toplumlar, Sanayi Toplumundan çok kısa bir süre sonra Bilgi Toplumu olma yolunda adımlar atmışlardır. Yapısal ve toplumsal olarak sanayi toplumundan birçok açıdan farklı olan bu yeni toplum modelinde bilgiye ulaşmada farklılık yaratan teknolojik gelişmelere değinilmiştir. Bu gelişmeler çerçevesinde bilginin değişimi ve bilginin geldiği konumu belirleyebilmek için, sanayi öncesi toplumsal evrimi ve Sanayi Devrimi ile şekillenen Bilgi Toplumunun yapısı ve özelliklerini tahlil edebilmek ve Bilgi toplumunu teknolojik anlamda tetikleyici teori ve senaryoların oluşumu ortaya konmuştur. Bunun yanı sıra bilginin toplum içinde şekillenmesi, bilgiye erişimdeki teknolojik gelişmeler sonucu yeni bir küresel medeniyetin tasavvuru ve bilginin sınırları aşan yeni bir modele bürünmesi ele alınmıştır. Dünya’da bilgi toplumu çalışmaları ve hazırlanan raporlara değinilmiştir. Ülkemiz açısından bakıldığında; sanayileşme çabalarının geç başlamış olması sonucu, bilgi teknolojilerini üretme ve kullanma konusunda da bir gecikme yaşandığı gözlenmektedir. Avrupa Birliği’ne giriş sürecinin devam ettiği dönemde, Bilgi Toplumu olma yolunda gelinen noktayı belirlemek amacıyla ülkemizde devam eden projeler ve uygulanan politikalar ortaya konmuştur. toplumsal değişim, ilkel toplum, tarım toplumu, sanayi toplumu, bilgi toplumu. This study primarily examines the impact of information on societies throughout the history. The point of information in pre-industrialised societies has been thoroughly investigated. After the industrial revolution, that deemed to be the milestone in history, technologic improvements and inventions become irreplaceable in human life especially in manufacturing. The economic, social, cultural and technologic affects of this inevitable change on information and its position on societies has been expressly stated. After being an industrialised society, the ones who could produce and effectively utilise the information, took a major step forward towards becoming an information society. The technologic improvements has also been analysed which changed the way of accessing the information on new society models which have many differences between the industrialised societies in their social and structural facets. Within the framework of given improvements, in order to determine the exchange of information and its origin and analyse the evolution in pre-industrialised societies and to understand the structure and feature of information society which settled down with industrial revolution the theories and scenarios that technologically influence and trigger the information society have been examined. Moreover, subjects like; the reformation of information within the society, an imagination of a new society resulting from the accessibility of information with technologic improvements and renovation of information into a new global model have been criticised. Studies of information society and relevant reports have also been discussed. As far as Turkey is concerned; delays in producing and using the information can be seen due to late industrialisation. In addition, within the period of joining the EU, current projects and policies have been analysed which were designed to transform the country into an information society in order to have a picture of where we are and how we stand.
