Uluslararası göç olgusunun politik ekonomi açısından analizi ve Türkiye’deki Suriyeli sığınmacılar örneği

Abstract

Göç kavramı, insanlık tarihinde yüzyıllardır önemini koruyan bir olgudur. Göç olgusu özetle insanların yaşadıkları yeri coğrafi olarak değiştirmesi anlamına gelen bir terimdir. Bir göç çeşidi olan uluslararası göç kavramı, ülkeler ve insanlar için önem arz etmektedir. Türkiye’nin bulunduğu topraklarda göç hareketleri sıkça gerçekleşmektedir. Türkiye üç kıtaya olan coğrafi yakınlığı ile hem göç alan hem de göç veren konumda bir ülkedir. Göç kavramı uluslararası ilişkiler, dış politika, siyaset bilimi, ekonomi gibi birçok disiplinin ilgi alanına giren etki ve sonuçlara sebep olmaktadır. Uluslararası göç olgusu, siyaset bilimi, uluslararası ilişkiler ve iktisat disiplinlerini kapsadığı gerekçesiyle en doğru analizi uluslararası politik ekonomi perspektifinden değerlendirmeyle sunacaktır. Bu tez esas olarak bir göç türü olan uluslararası göç olgusuna odaklanmaktadır. Çalışmada göç kavramı; nedenleri, sonuçları, etkileri, türleri ve göç kavramını açıklamaya yönelik teori ve kuramlarıyla irdelenmektedir. Bu çalışmada uluslararası göç kavramı, uluslararası politik ekonomi disiplini yönünden analiz edilerek, uluslararası göçün politik ekonomi açısından değerlendirmesi sunulmaktadır. Tezde Türkiye için her daim önemini koruyan göç hareketlerinin, Türklerin ve Türkiye’nin tarihindeki yerine de değinilmiştir. Göç, 2011 yılından beri Suriyeli Sığınmacı göçüne maruz kaldığı için Türkiye açısından oldukça güncel ve önemli bir konudur. Arap Baharı sonrasında yaşadığı ülkeden ayrılmak ve çeşitli ülkelere göç etmek durumunda kalan Suriyeli Sığınmacılarla birlikte göç konusu dünyada önemli bir kavram haline gelmiştir. Tez çalışmasında Arap Baharı, Arap Baharı’nın Suriye’deki yansımaları ve Suriyeli Sığınmacılar sorunu da işlenmiştir. Dünyada en çok Suriyeli Sığınmacıya ev sahipliği yapan ülke konumundaki Türkiye için Suriyeli Sığınmacı problemi ülke gündemindeki öncelikli yerini korumaktadır. Bu çalışmada Türkiye’deki Suriyeli Sığınmacıların neden olduğu ekonomik, siyasi, toplumsal, güvenlik ve sosyokültürel etkiler literatür taramasıyla beraber incelenmiştir.The concept of migration is a phenomenon that has maintained its importance for centuries in human history. In summary, migration phenomenon is a term that means that people change the place where they live geographically. The concept of international migration, which is a type of migration, is important for countries and people. Migration movements are frequently carried out in the lands where Turkey is located. With its geographical proximity to three continents, Turkey is a country that receives and gives migration. The concept of migration causes effects and results that are of interest to many disciplines such as international relations, foreign policy, political science, economics. The phenomenon of international migration will be evaluated from the perspective of international political economy on the grounds that it covers political science, international relations and economic disciplines. This thesis mainly focuses on the phenomenon of international migration, which is a type of migration. The concept of migration in the study; causes, consequences, effects, types and theories and theories to explain the concept of migration. In this study, the concept of international migration is analyzed in terms of international political economy discipline and the evaluation of international migration in terms of political economy is presented. In the thesis, the place of migration movements, which have always maintained their importance for Turkey, in the history of Turks and Turkey is also mentioned. Migration is a very current and important issue for Turkey as it has been exposed to Syrian Refugee migration since 2011. After the Arab Spring, the issue of migration has become an important concept in the world with Syrian Refugees who had to leave the country they lived in and migrate to various countries. In the thesis study, the Arab Spring, the reflections of the Arab Spring in Syria and the problem of Syrian Refugees are also discussed. For Turkey, which is the country hosting the largest number of Syrian Refugees in the world, the Syrian Refugee problem maintains its priority place in the country's agenda. In this study, economic, political, social, security and sociocultural effects caused by Syrian Refugees in Turkey were examined together with a literature review.
