Türkiye'de genç işsizliğiyle mücadele politikaları

Abstract

İşsizlik olgusu, iktisadi ve sosyal açıdan düşünüldüğünde olumsuz birçok etkeni bünyesinde barındıran ve etkileri küresel boyutlara ulaşan bir sorundur. İşsizlik, günümüzde sadece yetişkinler arasında değil gençler arasında da yaygınlaşan ve gelişmekte olan ülkelerle birlikte gelişmiş birçok ülkenin de ekonomisini olumsuz anlamda etkileyen küresel bir sorun haline gelmektedir. Öyle ki, bölgesel ve küresel boyutlarda yapılan birçok araştırmalarda genç işsizlik oranlarının genel işsizlik oranlarından oldukça yüksek olması genç işsizliği sorununun boyutlarını ortaya koymaktadır.Genç işsizliği, özellikle barındırdığı genç nüfus potansiyeli bakımından önemli bir avantajı bulunan Türkiye gibi ülkelerde genel işsizlikle mücadelede olduğu gibi öncelikli olarak baş edilmesi gereken bir sorun olarak kabul edilmelidir. Ancak Türkiye hali hazırdaki politikalarını gözden geçirmeyip genç işsizlikle mücadeleye gereken önemi vermemesi ve sahip olduğu bu potansiyeli doğru bir biçimde kullanamaması durumunda “demografik fırsat penceresinden” yararlanamayacak ve gelecekteki iktisadi ve toplumsal hedeflerine ulaşamayacaktır.Bu çalışmada özetle, Türkiye’deki genç işsizliği sorunu ve bu sorunlara mücadelede yürütülen politikalar ile sorunun çözümüne ilişkin getirilebilecek öneriler sıralanmaktadır.

the concept of unemployment is considered in terms of economic and social aspects, it is a problem whose effects reach global scale and it involves many issues in it. Unemployment has become a problem not only among the youth but also among adults and it affects both developed and developing countries negatively. Such that in many studies carried out on a local and global scale, the fact that youth unemployment is much higher than general unemployment brings out the context of the problem of youth unemployment.Youth unemployment, especially in countries like Turkey which is at an advantage in terms of the potential of young population, should be considered as a problem that must primarily be dealth with. However, in the case of Turkey not examining already existing policies and not putting enough emphasis on struggling with youth unemployment and not utilizing the potential it will not be able to take the advantage of “the window of demographic opportunity” and it will not be able to attain its economic and social targets.In this study in brief, suggestions regarding the problem of youth unemployment in Turkey and policies to deal with this struggle are being listed.
