Çıraklık eğitimine devam eden 14-19 yaş arasındaki çalışan gençlerin sosyo- kültürel yapıları ve eğitim problemleri

Abstract

Hızlı nüfus artışı, düzensiz kentleşme, işsizlik ve adaletsiz gelir dağılımı toplumun bir çok probleminin nedenini oluşturmaktadır. Bu sorunlardan biride özellikle eğitim düzeyi düşük ailelerin gelir elde etmek amacıyla çocuklarını çok küçük yaşlardan itibaren çalışma hayatına sokmalarıdır. Ailelerin sosyo-kültürel yapısından kaynaklanan nedenlerle çalışan gençlerin eğitimden uzak kalmalarının önüne geçebilmek için ülkemizde 1977 yılında çıkarılan 2089 Çırak, Kalfa ve Ustalık kanunu, 1986 yılında çıkarılan bugün uygulanmakta olan şekliyle 3308 sayılı yasa ile çalışanın gençlerimiz eğitilmeye çalışılmaktadır. Bugün Mesleki Eğitim Merkezlerine devam eden öğrencilerin bir kısmı da orta öğretimde çeşitli nedenlerle başarılı olamamış öğrencilerden oluşmaktadır. Bu öğrencilerin başarılı olamadılar diye eğitilmelerine son verilmesi, toplumsal fayda ve çağdaş eğitim anlayışıyla örtüşmemektedir. Bu öğrencilerimizin orta öğretimde başarısızlıklarının en önemli nedenlerinden biri ailelerinden ve yakın çevrelerinden uygun rehberlik imkanını bulamamalarıdır. Eğitim sistemimizde Herkes için yaşam boyu öğrenme ilkesi kabul edilmektedir. Bu durum istek olmanın ötesinde her gün gelişen teknoloji ve üretim ilişkilerinin zorunlu sonucudur. İnsanların eğitim ve öğretimleri için içinde bulundukları şartlar, ekonomik imkanlar ve kültürel yapıları dikkate alınması gerekmektedir. Bu çalışmadaki amacımız;haftanın beş günü çalışıp bir günü çıraklık eğitim merkezine gelen genç ve üretken insanlarımızın sosyo-kültürel yapılarını anlamaya, çalışma yaşamına erken yaşta girme nedenlerini öğrenmeye ve eğitim problemlerini saptamaya çalıştık. Sonuç ve öneriler kısmında ise eğitim problemlerine yönelik önerilerde bulunduk.

ABSRACT Rapid population increase, disordered urbanization, unemployment and unjust income levels cause many problems in the society. The most important one among them is that the families who have lower income make their children work at a very young age to help the family's profit. In order to prevent the children who have to work because of the socio-cultural structure of their families from being far from the education, the 2089 numbered Apprenticeship, Master Builder and Master Law (Çırak, Kalfa ve Ustalık Kanunu) first passed in 1977, and renewed in 1986 as the 3308 numbered law is used to help our young be educated. Today, a part of students who could not attend job education centers is compose of some students who failed their secondary education. To cut the education of these students contemporary education. One of the important reasons of the failure of these students is that is that they are deprived of the proper guide ness of their family and close people around them. In our education system, the idea of 'Lifelong Education For Everybody' is mainly accepted. This situation, beyond to be a wish, is the necessary issue of the developing technology and production relations. For the education of people, their economic conditions, cultural base and the life standard they live in must be considered in detail. With this work, we tired to understand the socio-cultural structure of our young and productive people who work five days a week and attend one day to apprenticeship education, also to learn why they get in working world at a very young age and to find out their education problems. In addition, in the conclusion and suggestion part we offered some proposals for the education problems.
