Siyasette kadın temsili : 2002-2018 yılları arasındaki kadın politikacıların ulusal (Yazılı) basındaki söylemlerinin analizi

Abstract

Cumhuriyet’in ilanı sonrasında kadınlara 1930 yılında yerel, 1935 yılında ise genel seçimlere katılma hakkı verilmiş olmasına rağmen siyasette kadının temsili konusu güncelliğini yitirmeyen bir sorun olarak devam etmektedir. Siyasette kadın temsiliyetine yönelik yapılacak çalışmalar, sorunun altında yatan nedenlerin tespiti ve çözümüne yönelik çalışma yürütülmesi açısında önemlidir. Bu çalışmada, disiplinler arası bir çalışma sunmak adına siyasette kadın temsiliyeti konusu halkla ilişkiler disiplini ve kadın politikacıların söylemleri üzerinden ele alınmıştır. Bu kapsamda, 2002 ve 2018 yılları arasındaki kadın politikacıların ulusal, yazılı basındaki söylemleri Teun Adrian Van Dijk 'ın “eleştirel söylem çözümlemesi” yöntemine göre analiz edilmiştir. Ayrıca söylemlerde ön plana çıkan kelimeler MAXQDA nitel analiz analiz edilmiş ve kelime bulutu görselleri oluşturulmuştur. Kadın politikacıların söylemlerini üyesi oldukları partilerin erkek politikacılarının söylemleriyle kıyaslamak amacıyla söz konusu seçim yıllarındaki söylemler, “eleştirel söylem çözümlemesi” yöntemiyle analiz edilmiş ve kelime bulutu görselleri oluşturulmuştur. Çalışmanın amaçları arasında, kadınların sesinin daha gür çıkması beklenen alanlarda ne tür söylemlerde bulunduklarını araştırmak ve siyasal hayata katılımda halkla ilişkiler disiplinin rolünü ortaya koymaktır. Bu amaçlardan hareketle, çalışmanın başlıca hedefi gelişmekte olan literatüre farklı bir bakış açısıyla katkıda bulunmak, ayrıca halkla ilişkiler ve siyaset bilimi gibi iki farklı disiplini bir araya getirerek interdisipliner bir çalışma sunmaktır. Çalışmada, kadınların söylemlerinde seçim yıllarında yaşanan gelişmelerin etkisinin olduğuna, söylemin üyesi oldukları partinin görüşlerine göre şekillendiğine ve halkla ilişkilerin kadınların siyasal hayata katılımında önemli bir rol oynadığına yönelik sonuçlara ulaşılmıştır.

Although women were given the right to participate in local elections in 1930 and general elections in 1935 after the proclamation of the Republic, the problem of women's representation in politics continues to be a problem that has not lost its relevance. Studies on women's representation in politics are important in terms of determining the underlying causes of the problem and conducting studies to solve it. In this study, using an interdisciplinary methodology, the issue of women's representation in politics is addressed through public relations discipline and discourse analyses of women politicians. In this respect, the discourses of women politicians in national, print media between 2002 and 2018 were analyzed according to Teun Adrian Van Dijk's 'critical discourse analysis' method. In addition, the prominent words in the discourses were analyzed with MAXQDA qualitative analysis program and word cloud visuals were created. In order to compare the discourses of women politicians with the discourses of male politicians of the discourses of the election years in question were analyzed with the 'critical discourse analysis' method and word cloud visuals were created. Among the aims of the study is to reveal what kind of discourses women make in areas where their voices are expected to be louder and the role of public relations discipline in participation in political life. Based on this aim, this study is important as contibutes and presents to the developing literature from a different perspective and to present an interdisciplinary study by bringing together two different disciplines such as public relations and political science. In the study, it was concluded that women's discourse was influenced by the developments in the election years, that the discourse was shaped according to the views of the party they were a member of, and that public relations played an important role in women's participation in political life.
