Sadaret Kaymakamı Numanpaşazâde Ahmed Paşa'nın yazışmalarını hâvî bir mecmua (H.1149-1150/ M.1736-1737) (tahlil-metin)

Abstract

Çalışmaya esas teşkil eden bu mecmua, Numanpaşazâde Ahmed Paşa’nın sadaret kaymakamlığı esnasında 1736-1737 tarihleri arasındaki yazışmaları kronolojik olarak ihtiva eden bir münşeat mecmuasıdır. Eser, Köprülü Kütüphanesi Hacı Ahmed Paşa Koleksiyonu’nda 292 numarada kayıtlıdır. Bu münşeat mecmuasında yer alan belgeler kaime, mektup ve tezkire sûretleridir. Bu belgelerin sûretleri, 1736-1739 tarihleri arasında gerçekleşen Osmanlı-Avusturya-Rusya Savaşı’nın ilk senesini kronolojik olarak takip imkanı sunmaktadır. Osmanlı Devleti’nin savaş zamanındaki devlet işleyişini, kalemler arası iletişimi, ordu-rikâb bürokrasisi arasındaki yetki paylaşımı ve uyumu, sadaret kaymakamlığının yetki ve görevlerini göstermesi bakımından önem arz etmektedir. Bu mecmuadaki vesikalar, belgelerin sûretleri olduğu için asıllarına veya başka suretlerine diğer münşeat mecmualarında, arşivlerde veya devrin kroniklerinde rastlanılabilir. Ancak bu belgeler arşivlerde muhtelif fonlara, defterlere, mecmualara dağılmış vaziyette bulunmaktadır. Bu mecmua ise bu vesikaların suretlerini iki kapak arasında araştırmacıların istifadesine sunmaktadır.

This journal that forms the basis of this thesis is a ‘’münşeat mecmuası’’ (collection of official letters) that contains the diplomatic correspondence between 1736-1737, during the time of sadaret kaymakamı (lieutenant) Numanpaşazâde Ahmed Paşa. The work belongs to the Library of Köprülü, at Hacı Ahmed Paşa Collection, numbered 292. The letters that are in this mecmua of münşeat are kaime, tezkire and the copies of kaimes. The copies of these documents allow us to track chronological order of the first year of Austro-Russian – Turkish War in 1736-1739. These works are very important to understand the functioning of the state in wartime, the correspondance in Kalem (administrative institution), the power dynamic and the burocracy between the army and rikab (clerks of the Sultan) and the authority and duties of sadaret kaymakamı, of said period. Because of the documents that are in this mecmua are copies, original versions or other copies can be found in other archives, mecmua of münşeats or the chronicles of the period. However, these documents are scattered in different defters and mecmuas. This mecmua that is determined for the thesis is providing the copies of the documents all together.
