POST SOVYET DÖNEMDE KENTSEL KATILIM: BAKÜ ÖRNEĞİ Sovyetler Birliği’nin çöküşünden sonra bağımsız kalan ülkeler yönetimlerini çağdaş gereklere uygun reformlara tabi tutmuşlardır. Bu çerçevede kurulan yerel yönetimler kentin ihtiyaçlarını karşılamaya çalışmaktadırlar. Bu çalışmada Post Sovyet bir kent olan Bakü’de yerel yönetimlerin durumu ve yasalardaki katılım olanakları ele alınmıştır. Uygulamada katılım olanağı olarak seçimler incelenmiştir. Bundan başka yapılan alan araştırması ile halkın kentsel katılım konusunda düşünce ve tutumu saptanmaya çalışılmıştır. Kentsel katılım imkânlarının yasa ve uygulama olarak yeterince mevcut olmadığı, halkın katılım konusunda beklenti ve isteğinin düşük olduğu görülmüştür. Local governments established in this context are trying to meet the needs of the city. In this study, state of local government and opportunities for participation in legislation in Baku- a post Soviet city- are discussed. In this study elections were researched as opportunity to participation. Furthermore, the people`s thoughts and attitudes about urban participation have been studied to determine by this field study. As the result it was shown that the opportunities of urban participation are deemed low with not enough practice and at the same time the fact that people’s demands and expectations are low level has been detected.
