Sağlık sektörüne özgü yeni bir iş sağlığı güvenliği yönetim sistemi modeli önerisi

Abstract

Sağlık sektörü, çalışanların iş kazaları ve meslek hastalıklarına maruz kalma riskinin bulunduğu sektörlerden biridir. Bu çerçevede, sağlık çalışanları mesleki faaliyetlerini yürütürken biyolojik, kimyasal, fiziksel, ergonomik ve psikososyal gibi çok sayıda risk etmenleriyle karşı karşıya kalmaktadır. Bu risklere maruziyet sonucunda özellikle hastane çalışanlarında sağlık ve güvenlik sorunlarının artmasına neden olmakta; dolayısıyla sağlık sektöründeki bir iş sağlığı ve güvenliği (İSG) yönetim sistemi modelinin geliştirilmesini zorunlu kılmaktadır. Mevcut sağlık ve güvenlik yönetim sistemleri genel olarak sektörel dinamikleri yeterince dikkate almamakta ve bu standartların sektörlere adaptasyonu kullanıcıların bireysel çabalarına bırakılmaktadır. Bu durum, sektöre özgü bir yaklaşımdan yoksun, ortak bir dil ve metodoloji benimsemeyen yönetim sistemlerine yol açmaktadır. Bu çalışmanın amacı, sağlık sektörüne özgü bir İSG yönetim sistemi oluşturmaktır. Model geliştirilirken, insanların karmaşık kararlar almasına yardımcı olan çok kriterli karar verme yöntemleri olan AHP ve DEMATEL kullanılmıştır. Bulgular: Bu yöntemler uygulanarak önerilen model için önemli kriterler belirlenmiştir. Sağlık kuruluşunun yönetim sisteminin iyileştirilmesi, Kontrol önlemlerinin belirlenmesi, Sağlık kuruluşuna özgü risklerin değerlendirilmesi, Sağlık kuruluşuna özgü tehlikelerin belirlenmesi ve İçeriğinin belirlenmesi gibi kriterler öncelikli kriter olarak belirlenmiş ve AHP ve DEMATEL yöntemleri kullanılarak ağırlıklandırılmıştır. Bu araştırmanın bulguları sonucunda, sağlık sektörünün dinamiklerini dikkate alan özgün bir iş sağlığı ve güvenliği (İSG) yönetim sisteminin tasarlanması, sağlık sektöründe iş kazalarının ve meslek hastalıklarının önlenmesine katkı sağlayacaktır.The healthcare sector is one of the sectors where employees are at risk of occupational accidents and diseases. In this context, healthcare workers are exposed to numerous risk factors such as biological, chemical, physical, ergonomic, and psychosocial factors while performing their professional activities. Exposure to these risks leads to an increase in health and safety issues, particularly among hospital workers; therefore, it is imperative to develop an occupational health and safety (OHS) management system model for the healthcare sector. Existing health and safety management systems generally fail to sufficiently consider sector-specific dynamics, and their adaptation to specific sectors is often left to the individual efforts of users. This results in management systems that lack a sector-specific approach and do not adopt a common language or methodology. The purpose of this study is to develop an OHS management system tailored for the healthcare sector. During the model development process, multi-criteria decision-making (MCDM) methods such as AHP and DEMATEL, which support individuals in making complex decisions, were employed. Through the application of these methods, key criteria were identified for the proposed model. Criteria such as Improvement of the healthcare institution’s management system, Determination of control measures, Evaluation of healthcare-specific risks, Identification of healthcare-specific hazards, and Definition of content were determined as priority criteria and were weighted using AHP and DEMATEL methods. As a result of the study's findings, the design of an original occupational health and safety (OHS) management system that considers the unique dynamics of the healthcare sector will contribute to the prevention of occupational accidents and diseases in the field.
