Darbeler ve Türkiye ekonomisi üzerine etkileri

Abstract

DARBELER VE TÜRKİYE EKONOMİSİ ÜZERİNE ETKİLERİ Bu tezin temel amacı, Türkiye’de yaşanan askeri darbelerin ekonomi üzerindeki etkilerini devlet-sınıf ilişkileri temelinde incelemektir. Bunun temel sebebi, askeri darbeler ile ekonomik durum arasında bir bağlantı bulunup bulunmadığının araştırılması olmuştur. Türk Silahlı Kuvvetleri tarafından sivil iktidara ve ülke yönetimine doğrudan ya da dolaylı olarak yapılan müdahalelerin ekonomiye nasıl ve ne yönde etki ettiği sorusunun cevabına ulaşılmaya çalışılmıştır. Ortaya çıkan temel sonuç göstermektedir ki, askeri darbelerin ekonomik rakamlar üzerindeki yansımaları değişiklik göstermekle birlikte, çoğunluk açısından hiçbir kazanıma yol açmadığı açıktır. Aksine, her darbe sonrasında ülkenin demokratikleşme süreci askıya alınmış ve özellikle geniş halk kitlelerini daha da yoksullaştıran gelişmeler yaşanmıştır. Buna karşın ülkedeki egemen sınıf olarak tanımlanabilecek sermaye sınıfı ise süreçten bir takım kazanımlar elde ederek çıkabilmiştir. Bu durum devlet ile sermaye sınıfı arasında her daim varolan işbirliğinin darbe dönemlerinde de kesintisiz ve artan bir biçimde sürdürüldüğünün bir göstergesi olarak karşımıza çıkmaktadır.

COUPS D’ETAT AND THEIR EFFECTS ON TURKISH ECONOMY The fundamental object of this MA thesis is to analyze, on the basis of state-class relations, the effects of military coups in Turkey in the sphere of economy. The main reason for focusing on this topic lies in the need for a research on whether a relationality can be detected between military coups and the condition of the economy. Accordingly, in the text, an answer is tried to be elaborated to the question of how the direct or indirect interventions of the Turkish Armed Forces on civil governments and national administration exerted effects on economy and the nature of these effects. As the main result of the research shows, although the effects of military coups on economic indicators vary, it is clear that the coups did not bring any “benefits” as regards the majority of the population. Instead, with each coup d’état the democratization process in the country was suspended and the way paved for an increase in poverty for large masses of people. On the other hand, the capitalist class, which can be posited as the dominant class in the country, survived the coups d’état periods with certain benefits. This can be regarded as an indication of that the collaboration between the state and the capitalist class, present at times of civil governments, continues without interruption and indeed intensifies during coups d’état periods.
