Elektronik belge yönetim sistemlerinde veri madenciliği ve makine öğrenmesi yöntemlerinin kullanımı

Abstract

Bu tez çalışmasının odağındaki üç temel unsur elektronik belge yönetim sistemleri, veri madenciliği ve makine öğrenmesi teknikleridir. Bu bağlamda çalışmada bilgi ve belge yönetimi alanında, özellikle de elektronik belge yönetim sistemlerinde veri madenciliği ve makine öğrenmesi tekniklerinin kullanımına yönelik bir çalışma ortaya koymak ve bu alanda söz konusu tekniklerin daha fazla konuşulması ve uygulamaya geçirilmesi için bir katkı sağlamak hedeflenmektedir. Çalışmanın hipotezi şu şekilde oluşturulmuştur: Kamu kurum ve kuruluşlarında kullanılan elektronik belge yönetim sistemlerinde veri madenciliği teknikleri kullanılmamakta ve bu da üstveri yönetimini, e-arşiv sistemine geçişi olumsuz etkilemektedir. Bu bağlamda çalışma kapsamında gerçekleştirilen incelemeler ile elektronik belge yönetim sistemlerinde kullanıcı kaynaklı hatalar, saklı örüntüler tespit edilmeye ve performansı arttırmaya yönelik tavsiyelerde bulunulmaya çalışılmış ve bir model önerisinde bulunulmuştur.

The three main elements in the focus of this thesis study are electronic records management systems, data mining and machine learning techniques. In this context, it is aimed to present a study on the use of data mining and machine learning techniques in the field of information and records management, especially in electronic records management systems, and to ensure that data mining is discussed and implemented in this field. The hypothesis of the study is formed as follows: Data mining techniques are not used in electronic records management systems used in public institutions and organizations, which negatively affects metadata management and the transition to the e-archive system. In this context, with the examinations carried out within the scope of the study, it is tried to identify user-caused errors, hidden patterns in electronic records management systems and to make recommendations to improve performance and a model was proposed.
